It is a big issue that the educational inequality in the process of educational reform in China. The educational gap being broadened is inconsistent with harmonious society building. The imbalance of educational development is mainly caused by the imbalanced allocation of educational resources. The thesis aims at researching on the allocation of financial resources in urban and rural compulsory education. The study follows the idea of"putting forward the problem, analyzing the problem, and solving the problem", researches the current situation of imbalanced educational resources allocation, analyzes the reasons and puts forward suggestions, by giving an example of the gap between the city and the country. The brief review of chapters is following.Chapter 1: Discusses the theories about educational resources allocation. In this chapter, some issues has been explored, such as the concept and the attributes of educational resources, the allocation methods and the existence situation of educational resources allocation, the meaning of educational equity and educational efficiency and the relationship between them, the essential of educational resources allocation, and so on. Many new perspectives have been put forward. The educational resources of this study mainly mean the investment, schooling conditions, and teachers of compulsory education, and it is believed that whether the educational resources allocation of an area are balanced can construct parameter system from educational investment, the level of teachers and schooling conditions.Chapter 2:Explore the status quo of the imbalanced educational resources allocation such as educational funds, teaching staff, teaching condition, teaching and curriculum, educational opportunities etc, by giving a case of the gap between the city and the country. A large-scale field investigation has been carried out referring to the educational statistics published by the state. It has provided the basis for researching on the status quo of the rural education. the close analysis of the deviation of resources allocation of compulsory education. There're various reasons for this deviation, such as historical reasons, man made factors, external conditions and education factors. By synthesizing these factors and analyzing them thoroughly from a muti-perspective, this thesis summarizes that several reasons caused the imbalanced allocation, such as the gap of economic development level, the urbanization policy, the defects of investment management system of compulsory education, and the methods of the resources allocation of state-owned property.Chapter 3, brings up some strategies of balancing resources allocation of urban and rural compulsory education. To solve the problems, coordination, cooperation and interaction between different departments are essential. The thesis put forward the following strategies: adhering to the objective laws of educational resources allocation and some related principles, clarifying the responsibility of government at all levels in change of financial resources allocation; building operational reclaims ensuring the interaction and co-sharence of sources in urban and rural compulsory education; improving the laws and regulations on financial resources allocation of compulsory education. As to the balanced allocation of excellent teachers, to add up excellent teachers by all approaches, set up reasonable teacher mobility system of primary and secondary school, teacher training system. Especially, the training content should connect closely with the teaching practice. In the other aspects, to promote reforming engineering of weak school, further expand excellent educational resources, and enhance the whole capacity of compulsory education. To make out long-term plan of developing educational enterprise in the rural poor area, set up fund of educational development in the rural poor area, and adjusts all social power to develop the educational enterprise.
