Family Planning(FP)is one of the basic state policy of China.In past 30 years,the primary-level staffs of FP have taken a a mass of hard work and ahcieved outstanding contributions.With the development of the age and the transformation of government functions,some traditional and crude work-mode is no more suitable.In this background,It is imperative to strengthen the construction of the primary-level staffs of FP,and one of the effective way is team's professionalization.This paper is to reserach on professionalization for staff at the grass-roots level of FP,as a case of Zhuji city,Zhejiang province.The paper has 3 sections.Section 1 is to analyze the basic situation of staff of FP by investgation,finding out the existing problems and showing the necessity of professionalism.Section 2,by a case of Zhuji city,analye and summarize the professionalization's achievement and bottleneck.And the quantitative analysis of the influence factors for professionalization is carried out,to establish the professional evaluation system,and to take a quantitative analysis and evaluation.Section 3 is to combine the situation of Zhuji city's FP professionalization and the quantitative analysis of evaluation,putting forward the countermeasures for the professionalization of FP teamThis paper uses theory of human resources,analyzing the current situation of staffs of FP,as a practical case of Zhuji city to put forward the countermeasures,establishing a set of evaluation system,so as to provide some inspiration and reference for professionalization of the staffs of FP.
