The public policy of vocational education is an important part of the national public policy system aiming at solving the problem of vocational education and satisfying the public educational interests.It is closely related to national development,is to promote social and economic development,a powerful driving force and mechanism of talent,has obvious public attributes.From the perspective of public policy analysis of China's vocational education policy,the scientific formation of policies to improve the timeliness of policy implementation to enhance,in the current development of positive significance.In this paper,the public policy of vocational education as the research object,respectively,from the government,market,training institutions,enterprise development perspective of China's vocational education public policy recommendations,The theoretical exploration and practical significance.Vocational education shoulders the task of cultivating high-quality laborers and skilled talents,and provides human resources for the rapid development of China's economy.As China's rapid economic growth,as an indispensable part of China's unique socialist education,its socio-economic function more and more people's attention.However,due to institutional and other reasons,there are a lot of problems in vocational education in China,especially the policy mechanism and development environment to improve the development of vocational education has not been fully established,which is not consistent with national requirements of vocational education strategic position.To this end,how to overcome the existing problems,to mobilize the enthusiasm of multi-stakeholder participation for the vigorous development of vocational education to provide a steady stream of motivation,is the main direction of China's vocational education policy research.China has introduced a lot of documents for the development of vocational education,vocational education put forward a clear strategic new requirements.Such as the "21st Century Education Revitalization Action Plan" pointed out:"The positive development of vocational education is to improve the national scientific and cultural quality development,promote employment and stimulate economic development of the urgent needs." "National long-term education reform and development plan(2010-2020)" pointed out that vocational education should be incorporated into the economic and social development and industrial development planning,and proposed "a sound multi-channel investment mechanism,increase investment in vocational education "The State Council on accelerating the development of modern vocational education decision" stressed that vigorously develop modern vocational education,is currently a major strategic plan for the creation of greater talent dividends,accelerate the transformation of economic development,restructuring,and promote the upgrading of both Has very important significance.Since the reform and opening up,under the guidance of national strategy and planning,vocational education in China has developed rapidly,but there are still many imperfections.This article has carried on the thorough research to some policy problems which exist in our country's vocational education domain.First of all,using the Internet access to a large number of domestic and foreign historical documents,including works,journals,the Ministry of Education of China to develop relevant laws and regulations,articles of association,the literature comparison,induction and summary.Especially the use of public policy theory,vocational education theory and other related theories,analysis of China's vocational education policy in different periods of development characteristics;affirmed the achievements of China's vocational education policy at the same time,also pointed out that the problems,Such as public policy objectives are not clear,some of the content of public policy and the actual out of line,weak public policy efforts.On the basis of the above analysis,the status quo and development of the vocational education policy are analyzed by literature,comparative,analytic and inductive methods.The status of public education in Germany,the United States and other developed countries is analyzed.And the advanced concepts of vocational education policy were studied.By analyzing the advanced experience in the foreign vocational education policy,we can extract the reference value of the vocational education in our country.This paper discusses the applicability of the foreign public education system of vocational education in China and puts forward the effective reform tactics for the vocational education policy of our country.Finally,combining with the actuality of our country's vocational education,the paper puts forward some suggestions on how to perfect our country's vocational education in the aspects of educational goal,structure,specialty and curriculum,school system and teachers.In order to speed up the overall construction of well-off society in China and give full play to the role of vocational education in personnel training,we must play the role of vocational education in promoting industrial restructuring,market-oriented development and deepening reform and other changes in vocational education in China relative In the general weak position of higher education.As the government has a leading role in the reform of vocational education,it is also necessary to perfect the policy system and establish a good policy environment,so that vocational education can be the fundamental guarantee of healthy development.It is expected that the research results of this paper will have a positive effect on the reform of public policy in vocational education and provide a valuable way of policy research to promote the reform and development of vocational education in China,so that vocational education in our country will get a high level in policy perfection development of.
