With the sustained and in-depth economic reform and social transformation, education in various fields has changed dramatically; pre-school education is also at the constant change and transformation. As a result of the market oriented education and "all the money" ideal spread the society, the tendency of education privatization and industrialization is very obvious. Since related policies and social supervision regulations do not match, kindergarten charges are running high, and also a large number of ordinary families get into the trouble and hardship. Regulate the development of pre-school education, reducing pre-school fees, to effectively reduce the burden of education costs for average family to protect every child has the right to accept pre-school education has become the impact of social harmony and stability of thousands of households and people's livelihood.Therefore, this article takes the pre-school education fee problem as the object of study . It uses literature study, questionnaire, interview, compare research methods and takes Shanghai pre-school fee as the contents of the study, conducts in-depth understanding. Based on analysis of pre-school fees problems and its reasons, the corresponding policy recommendations are proposed including tax based fees relief policy and other policies.This paper mainly includes the following parts:Introduction, the origin of the thesis research and background study of the status quo at home and abroad, the definition of key concepts and research methods and ideas are presented.The first chapter, pointing out that the pre-school fee is a problem that affects the livelihood of thousands of households. Based on the existing literature and information, reviewed the history and present situation of China's pre-school education development and cost-sharing of fees, introduced international experience of cost-sharing of pre-school education fees and its grants policies.The second chapter, by taking the surveys that target the pre-school fee problem in Shanghai, sum up the question of charges for the pre-school education based on analysis of survey results and the status quo . It points out the main reasons are that pre-school education charge mechanism is not a sound, quality and uneven distribution of resources, the total investment for pre-school education is to be increased and so on.The third chapter, combined with China's national conditions and relevant experience, proposes policy recommendations to resolve the fee issue of pre-school education. It mainly includes followings contents. Tax based fee relief policy recommendation is proposed in view of reducing the financial burden of young children and their families, as well as identify the kindergarten public position, the government increased funding for pre-school education, economic subsidies to kindergartens, regulate charges, increased supervision and so on.In conclusion, the study of this paper made a summary of the content, summed up the current issues of the existence of pre-school fee, its reasons, and corresponding policy recommendations.
