As the acceleration of globalization process and the coming of a new round of Industrial Revolution,the governments,universities and industry are facing important issues.Higher engineering education how to deal with the impact of more multinational forces and the more intense competitive international environment and how to make content,manner,quality and standards of themselves to match with the requirements of the new technological and industrial revolution and so on.There is no doubt that to establish the accreditation system of higher engineering education and to implement the engineering education professional accreditation has become a worldwide trend.The key point of this thesis is how to promote the reform of higher engineering education system through the accreditation of higher engineering education and how to improve the international mutual recognition and trust and how to provide external guarantee in the quality of engineering education.Germany's practice was coming to fruition.It provided a good enlightenment in this aspect.For this reason,this thesis chooses the accreditation system of Germany higher engineering education as the research object.The thesis has mainly use the literature survey method,literature review method,and case study method.It systematically observe and study the background and development stage of Germany higher engineering education's accreditation system and its great impact on the higher engineering education for Germany,European and even the world.It can explore and grasp the generation and development rule of this system.Differencing from the,this thesis is different from the general introduction by other research and previous study.It researches the objectives system,organization system,standard system and security system of higher engineering education accreditation in Germany in the perspective of institutional elements.It use a case--University of Shanghai for Science and Technology to study the accreditation system of Germany higher engineering education in depth and visible.This case is provides a window to study the impact of professional accreditation for the professional development of higher education and to examine the mechanism of external quality assurance of engineering education,and so on.On this basis,the thesis uses the fourth generation evaluation theory as the analytical framework to analyze the characteristics of German higher engineering education accreditation system and analyze the existing problems and shortcomings of this system objectively,and then some valuable revelations are obtained.The thesis shows that the accreditation system of Germany higher engineering education has become an international institutional tool.It achieved remarkable effect during dozens of years.It has been used not only in Germany and in Europe,but also has been introduced into Latin America,Australia,and Asia(including China).The research also shows that the accreditation system of higher engineering education is not only a single mechanism to check engineering education,but also a promoting mechanism to deepen the reform of higher engineering education and push engineering talent resources allocate in the global environment.Meanwhile it can as a bridge between the mutual countries in mutual recognition trust.And it improves the international competitiveness in national engineering education.In short,the accreditation system of higher engineering education will play very vital role in the future.More and more countries and regions,universities and industry,as well as the entire society will pay more attention than today.China will accomplish great deeds in promoting the internationalization of the accreditation system of higher engineering education.
