In order to better enhance the society adaptability by training in higher education, and further improve the system of postgraduate education, promote academic degree and postgraduate education, China enroll Full-time Master of Engineering in a number of institutions in 2009. Significant attention of education quality is attracted by scholars of all walks of life with the development and expansion of higher education, the enrollment scale of Full-time Master of Engineering is also expanded year by year, so the quality of the education should be attract more attention.Significantly, training Full-time Master of Engineering indicates the structure of training engineers in higher education dominated by academic changes to application. If universities want to achieve goal for the Full-time Master of Engineering, make talents meet the society demand for application, it is necessary for constructing quality assurance system of Full-time Master of Engineering to improve the training quality.Training programs of several universities are analyzed by contrasting Full-time Master of Engineering, part-time Master of Engineering and Master of Science in the article. It summarizes the culturing process features of Full-time Master of Engineering, including admissions and examinations, training goals, learning mode and duration, training mode, curriculum settings, practical step, dissertation for academic degree and others. By analyzing the training status and existing issues of Full-time Master of Engineering of Harbin Institute of Technology though questionnaire methods, the importance of quality assurance of Full-time Master of Engineering is further testified. Combining characteristics and training requirements of Full-time Master of Engineering, the importance of all aspects of training quality assurance processes is analyzed by CIPP mode, the internal quality assurance system of Full-time Master of Engineering is established. For the benefit of guiding the conduct of quality assurance better, the internal quality evaluation system of Full-time Master of Engineering is also established relying on culture of Master of Engineering Quality assessment program following some principles.
