A Study On The Over-education Of Graduates

Employment is the people’s livelihood,Promote the employrment of young people with the focus of college graduates was proposed in the Third Plenary Session of the 18th Central Committee of the CPC,and in 2015 the government work report stressed It is necessary to implement plans to promote employment of college graduates.Human capital is one of the most important determinants of employment,the re are the most intensive resources of higher education in Beijing,and a large number of graduates enter the labor market every year,when the actual graduates! education level higher than the required work,it will o’ccurred over-education phenomenon and it will cause great losses to the individual and the society.This paper established a model of factors affecting the over-education by using Ordered Probit method,and using the OLS regression to research the income affected by the over-education.The data is based on the Social science project of Beijing in 2015.It is found that(1)With the method of job analysis,50.88%of men are over-educated,50.88%of women are over educated in Beijing.(2)In the factors that affect the occurrence of over-education,the over-education is significantly affected by gender,qualifications,major and enterprise’s ownership system;while nationality type,one child policy,political affiliations,school and family factors are not.(3)The income is significantly affected by over-education and under-education;at the same time,the impacts of gender,doctor’s degree,institutions and the state administrative organs are indirect through affecting the occurrence of over-education.Based on the research,the research helps to know the status of the employment of college graduates in Beijing after the "new normal",this is of great significance for college to promote the implementation of policy about the employment of college graduates,and deepen the training mode reform.At last,relevant policy suggestions are put forward in this paper.
