In the context of popularization of higher education, the difficulty for graduates to obtain jobs has become a social problem which has caused widespread concern in several areas. It reflects a supply and demand contradiction of newly emerging force, and reveals the disharmony between China's education development and social development. Causes for this difficult are diversified, including subjective factors such as graduates' personal capacity, hobbies, as well as value orientation and other objective factors such as socio-economic situation, the demand for labor situation and the development degree of labor market. Empirical studies on the employment and unemployment of graduates are beneficial for grasping the inherent mechanism which affects employment, and so, these researches have strong theoretical and practical significance.This research analyzes the current graduates' employment policy and the relationship between the policy and graduates' job-choosing behavior, graduates' working capacity, graduates' employment opportunities .In the terms of policy analysis , we take the way of combining the quantitative and the nature analysis, investigating and interviewing graduates in 2008 from seven universities, studying this problem systematically and thoroughly. We keep our attention on employment policy for graduates this key variable , and come up with the basic hypothesis that the employment policy affects graduates to acquire jobs and three specific hypotheses: One, the employment policy affects the graduates' job-choosing behavior; Two, the employment policy affects the graduates' working ability; Three, the employment policy affects the graduates' employment opportunity.The results show that: the demanding-promotion policy has significant effects on graduates' job-choosing behavior and employment opportunity; the supplying-promotion policy has significant effects on graduates' working capacity and employment opportunity; the supply-demand matching promotion policy has significant effects on graduates' working capacity and employment opportunity . On the basis of analyzing the results carefully, we have explored the effective way to perfect the demanding-promotion policy, the supplying-promotion policy and the supply-demand matching promotion policy. That will do a lot of help to adjust and remodel our graduates' employment policy system, and ultimately contribute to the rational allocation of human resources.
