Due to the urban-rural dual structure and the distance of the distribution in public educational resources between different districts,there is a large gap in the aspects of education investment,teacher equipment,teaching facilities and quality during areas and schools.The present situation influenced the education image seriously.The traditional idea and method of the government can not help impelling education balance and realizing fairness and high quality in the national governance system.At present,the imbalance of high-quality educational resources is a bottleneck for the education development.Balanced education development is a common aim of the society in the world,and it is the starting point when the government makes policy.There is a very deep historical reason for the situation that the high-quality educational resources are not balanced,so as a department providing public service,the government should play a leading role on it and improving the ability of governance.System and mechanism innovation should be strengthened,as well.According to the present situation,in this paper,the idea is put forward that to found education communities for impelling high-quality education resources balance.By studying the new problem of the balanced education development,especially the allocation of the resources,and analyzing the necessity and practicability of founding education communities,the types,the connotation,the construction mode and the practical form get further explored in this paper.The high-quality education resources then can be reinvigorated,expanded and upgraded.To found education communities and carrying forward the education balance and development accords to the current situation of urban-rural duality and unequal inter-school development.It should be a macro policy for sharing quality educational resources to found and implement inter-school development communities and teaching research communities.School district,urban-rural area education communities,studying communities and urban-rural area teacher communities are widely applied in different counties in Zibo city.Through sharing and recombination of the courses and teachers,etc,the imbalance of the high-quality educational resources is improved.To summarize the former practice,we get knowledge of 5 types of the education communities,such as School district management mode and educational group mode.It is a good example for the founding,running and managing of the education communities.The content of top-level design,institutional mechanism,evaluation and stimulation are proposed.It puts forward a new way to solve the imbalance problem by innovating the resource allocation method.
