From the perspective of public management,the most basic public service in the field of education is the equalization of compulsory education resources.With the improvement of social life level,education has become an increasingly concerned topic.Many families began to pay attention to their children's educational investment,hoping to get high quality education resources.Therefore,how to allow more people to enjoy high quality education has become a difficult problem to be solved in the current educational reform.At present,the stock in the development of quality education resources shortage,uneven distribution of outstanding problems to be solved,the research for the rational allocation of educational resources,should be placed in our social background to research,analyze,make high quality educational resources to enlarge,spread,let more children benefit,is explored in this article the original intention of this thesis.This paper follows: put forward the existing problems and analysis of the causes of the problem-what solutions,with Nanjing as a regional scope,investigating the current situation of unbalance of high quality education resources allocation,with policy analysis as a starting point,some countermeasures for rational allocation of high-quality educational resources.In this paper,on the basis of clarifying some basic concepts of compulsory education,quality education resources,the allocation of educational resources,to education theory and education equity theory,balanced allocation of resources as the starting point,combined with literature analysis,social investigation and comparative analysis,to study how the equalization of quality education resources allocation by fair education from the perspective of.From the vertical perspective,after the new Chinese was established,our country compulsory education resource allocation has experienced three stages: 1949-after the founding of new China before the reform and opening up,the state compulsory education purpose is the pursuit of efficiency,advocate the workers and peasants running;after the reform and opening up for--2000 years,in order to better and faster to cultivate a group of outstanding talents the construction of the state,began to set up around the focus on primary and secondary schools.After the reform of tax and fee in 2000,the allocation of compulsory education resources began to pursue fairness,and free compulsory education was promoted in an all-round way.Education policies began to tilt towards weak schools and regions.At present,the allocation of educational resources in China is still mainly based on the two ways of planning and market.Due to the problems left over by history,the unbalanced distribution of educational resources is becoming more and more serious.Taking Nanjing as an example,due to the uneven distribution of high quality education resources,a number of educational rights incidents have been triggered in 2016 alone.These events reflect the following problems: the distribution of famous schools is too centralized,the financial investment is uneven,and the resources of high quality education are bundled by housing prices.The root causes are the drawbacks of past educational policies.The current problems in our country have been experienced by some developed countries,and some successful experiences they are exploring are worth our reference.For example,Japan's policy of teacher mobility,Finland is committed to pursuing the educational policy of fairness and quality.From these experiences,some countermeasures suitable for the development of our country and region are analyzed.In addition,combined with the practice of some current configuration in Nanjing quality resources balanced compulsory education exploration,this paper puts forward the approach of quality education resources allocation of compulsory education: adhere to the scientific and public finance investment mechanism;moving from macro to micro balance,try the elite group of school,and the innovation of education resource allocation,encourage to attract private education funds etc..In all of the high quality education resources,teaching is an important part that can not be ignored,aiming at some problems existed in Nanjing,the new policy to explore the mechanism of the flow of teachers,to encourage teacher employment reform of the personnel system,to break the current balance difficult to push into the teachers in the embarrassing situation.
