| The Ministry of Education has decided to implement the National Primary and Secondary School Teachers’ Information Technology Application Enhancement Project in order to comprehensively enhance the competence of primary and secondary school teachers to apply information technology and carry out the overall requirement of national education informatization,which aims to comprehensively improve the overall quality of primary and secondary school teachers and to promote the equilibration of education.According to the requirements of the Enhancement Project,L province carried out development evaluation after diagnostic evaluation and training evaluation.The development evaluation is divided into three stages: reviewing and commenting,recording and uploading,and evaluating and suggesting.This research is mainly to design the evaluation index of information technology application competence that is used to evaluate teacher’s application competence of information technology in certain information environment,which are uploaded by teachers at the recording and uploading stage.In this dissertation,the evaluation methods for the development of information technology application competence of primary and secondary school teachers are explored by ways of documentary analysis and questionnaire;meanwhile,the characteristics and principles of the development of information technology application competence are concluded.Based on teacher’s professional development evaluation theory,TPACK theory of teacher professional development evaluation and Kolmogorov’s evaluation model theory,the rubric is developed for the evaluation goal on teacher’s competence of optimizing teaching and changing students’ learning styles.According to the standard of the Enhancement Project.Criteria,weight and scale of the rubric are set up with the reference of existing relevant means.The main developing methods are Delphi and AHP method.In addition,evaluation experience activities are designed and carried out in teacher training workshop which is on L province’s education management platform,including investigating teachers and researchers’ opinion on the appropriateness of each factor of the rubric;data analysis is carried out by usingSPSS 22.0 and MS Excel to examine the feasibility of the rubric. |
