As a key grip to promote the development of national science and technology innovation,it is of great practical significance for universities to give full play to their own advantages,deeply integrate into the construction system of science and technology innovation,make crucial technology innovation breakthroughs and better respond to the national strategy of high-quality development and science and technology drive innovation growth.In the context,the achievement performance of university science and technology transformation has become a strong guarantee for promoting the strength of university science and technology innovation,serving regional economic development and empowering national key core technology breakthrough,and its evaluation should not only rely on traditional indicators,but also pursue its excellent performance from the whole process of comprehensive quality management and excellent performance management mode.Therefore,a quality and performance-oriented study on the performance evaluation of the transformation of scientific and technological achievements in universities is essential.To this end,on the basis of a review of the current situation of the research on the transformation of scientific and technological achievements in universities at home and abroad and the evaluation methods and the applicability of the guidelines for performance excellence evaluation,this study carries out research on the performance evaluation,which mainly includes three aspects:(1)Firstly,combing national standards and relevant literature,establishing a performance evaluation framework based on the guidelines for performance excellence evaluation,adopting The literature research method was used to identify indicators in 30 sample documents,so as to initially establish the indicator system.Secondly,using the affiliation analysis method to screen the indicators,the three-level indicators with an affiliation less than 0.5 were removed,and SPSS was used to test the reliability and validity.Finally,an evaluation index system comprising 3 primary indicators,6 secondary indicators and 30 tertiary indicators was constructed.(2)Firstly,the subjective weights are calculated by the AHP method,the objective weights are calculated by two improvements to the CRITIC method,and the deviation minimisation model is constructed based on the equilibrium idea of game theory to solve for the optimal coefficients of the combination,and finally the comprehensive weights are derived.Secondly,the cloud model is used to construct the performance evaluation model to achieve the conversion between fuzzy concepts and quantitative values,and the cloud similarity distance is calculated by IKLCM to determine the performance evaluation level status.Finally,IPA analysis is used to clarify the performance improvement focus directions.(3)Taking Yunnan Province as the research object for empirical analysis,the overall level of performance in Yunnan universities is "medium level".According to the indicators of the improvement area derived from IPA analysis,the performance of science and technology achievement transformation in Yunnan universities can be improved by increasing the supply of highquality science and technology achievements,improving the institutional mechanism of science and technology achievement transformation,and promoting the landing of industrial value of science and technology achievements,so as to promote the improvement of regional innovation capacity.In the comprehensive context of high-quality development and high-level science and technology to achieve self-sustainability and self-improvement,through the construction of the evaluation index system for the transformation performance of university science and technology achievements,the evaluation and analysis of Yunnan Province,the problems existing in the process of transformation,and put forward targeted countermeasure suggestions,which has theoretical and practical significance for the universities in other regions of China to achieve high-quality achievements.
