At present,a large number of research shows that there are many problems in the establishment and operation of the internal administrative bodies of public universities in our country.Due to the uniformity of functions of private and public colleges and universities,the same drawbacks and problems are also manifested in the management process of private colleges and universities.It is generally believed that the problems in the establishment and operation of the internal administrative bodies of colleges and universities have become the bottlenecks and obstacles to the development of colleges and universities,which need to be solved urgently.This paper,through literature review and qualitative analysis,takes H University as an example and summarizes the problems in the establishment and operation of the internal administrative bodies as: bloated departments,overlapping management levels,overstaffing,blurred departmental functions,inefficiency,poor sense of service and ability,poor internal collaboration and so on.On the basis of qualitative analysis,the questionnaire survey was carried out,and the validity of the questionnaire and the hypothesis were verified by factor analysis,descriptive statistics,correlation analysis,regression analysis,variance analysis and matching sample t test.In order to solve the problems,it is suggested that a departmental overhaul should be implemented to build an optimized and more efficient administrative structure and operational mode that is consistent with the functions and roles of the administrative bodies in H University.Under the theory of organizational development,this paper discusses the functional structure,the hierarchical structure,the departmental structure and the structure of administrative power and puts forward the plan for departmental overhaul of H University from four aspects: reorganizing the structure,restating the functions,re-establishing the process and rebuilding the system.The departmental overhaul plan is designed in consideration of scientific decision-making,flexible operation,supervision and evaluation and integrated services.This paper summarizes the reasons why H University does not implement the overhaul as: resistance in awareness,resistance in interests,resistance in convention and uncertainty in consequences;the corresponding solution are stated as well: to enhance the involvement of middle-level managerial personnel in projects;to establish sound communication and feedback channels and to strengthen the system and procedure design in project operation.
