Being employment-oriented, Higher Vocational Education (the HVE) focuses on cultivating comprehensive vocational capabilities, which meets vocational demands on people's knowledge, abilities and qualities. Therefore, its curriculum should be capability-based rather than subject-based. In this perspective, there are some common problems in the Specialty of the HVE Business Japanese, such as inappropriate curriculum setting, indefinite specialty orientation, loose connection with job position, which results in a gap between talent cultivation and position requirement.Recently, some Chinese scholars have proposed, according to the HVE characteristics, Project Curriculum Development theories and technology. This curriculum development is, in its essence, a development mode based on practical work procedure, turning work procedure into learning units and connecting practical and theoretical knowledge with real work situations, aiming at strengthening the coherence of curriculum content and work content so as to improve the efficiency of cultivating students'vocational capabilities.This thesis consists of four parts. The first part introduces the reason of conducting this study, its meaning and methodology. The second part illustrates the appropriateness of work-procedure-based curriculum development mode through an introduction of foreign vocational curriculum development modes, including CBE mode, MES mode, ATFE mode, Dual mode, etc. the third part gives a general account of the macro and micro background for our HVE curriculum reform, suggesting reforming current subject-based curriculum development mode to meet new requirement. The fourth part, based on the project curriculum characteristics and development principles, is devoted to the theoretical and practical construction of the HVE Business Japanese curriculum development.
