The traditional school management system dominated by the government is not suitable with quality education and curriculum reform and not conducive to healthy development of education.It is necessary to promote the reform of school management system and establish the modern school system for the Education Modernization.There are lots of research on the modern school system connotation and features,but short of systematic research on practice,which provides room for this research.This paper takes the basic situation of modern school system in Shenyang as the research object,investigates the practical experience of the modern school system construction on municipal level,district level and school level with literature method and interview investigation method,analyzes the problems and reasons in the construction process,and then proposes countermeasures with the successful experience of Chengdu,Nanjing and Qingdao.Although the prototype of modern school system in Shenyang has been basically established,there are still some problems on both government level and school level,such as the unclear list,too many examination,single standard,imperfect management,power concentration of government and insufficient attention to the school regulations,imperfect system,not fully democracy,lack of implementation of school.So we should promote the modern school system construction from three aspects of government,school and society to make the education management under the law and the social evaluation more professional.The research will improve the understanding to the modern school system by educators,and also provide theoretical reference for the educational decision-making of Shenyang.
