The development of the separation of management,operation and evaluation is an important measure of the education reform.It is not only an important part of deepening the comprehensive reform of education,but also an inevitable requirement for comprehensively advancing the teaching in accordance with the law and independent school running.Building a new relationship among the government,school and society is,especially for schools in the fundamental education level,related to whether they can take an active role in education,and whether the modern school system can be established.It is not only the main part of enriching the reform of the education system,but also lays a solid foundation for cultivating high-quality innovative talents.The separation of management,operation and evaluation started early in colleges.And in fundamental education level,some schools in Shanghai and Chongqing tried it and gained some experience.H District of S City joined this in the year 2016.The government released some of its management power and did not interfere with affairs of individual schools in the aspects of daily management,personnel appointment,budget allocation,etc.The principal's position as an independent legal entity has been strengthened and the schools are encouraged to develop independently.The daily supervision has been decreased and some better ways of inspection and daily assessment are formed.These measures have brought about great changes.The schools can be more active and students' parents and other citizens can evaluate the school education more easily.However,some new problems have arisen:the rights of personnel and finance have not been completely given to schools;the administrative bodies interfere with each other without knowing clearly each duties;some schools are in loss in their orientation of operation;there is still a lack of assessment measures.The present study aims at illustrating the role of government,school and society in the process of school management by sorting out the relationship among management,operation and evaluation in order to achieve the future goal that schools can run independently,with government supervision and management and soci al participation.Thus a new healthy,orderly and efficient school management system will be established.
