Research On Governance Of School Football Injuries

In this paper,with school football injuries as the research object,research methods such as literature review,expert interview,logical analysis and systematic analysis are used to study the features and causes of school football injuries and also prevention measures and solutions to school football injuries accidents at present,so as to find out difficulties in the existing solutions.By introducing the collaborative governance theory and in combination with China's national condition,the collaborative governance system of school football injuries is constructed,aiming to provide theoretical reference for the reasonable and efficient solutions of school football injuries,reduce the resistance in the process of school football development,promote healthy development of school football activities and the construction of harmonious campus and ultimately promote physical and mental health and comprehensive development of the young people.The conclusions of this study are the following four aspects:(1)The relationship between school football injuries and school sports injuries is individuality and commonness.The school football injuries is a kind of school sports injuries.At present,solutions to school football injuries processing can be summarized as follows: in the primary stage of governance,individual effect,normally with low efficiency.(2)School football injury governance is divided into risk prevention before injury happens and solutions after injury.risk avoidance principle and risk control principle are used for.The problems mainly are negative for risk prevention.The existing difficulties are: some schools use simple risk prevention methods such as preventing the students to play football or asking them to play football as less as possible to reduce injury risk;different sections fails to collaborate to control risk;negotiation and mediation are commonly used to solve the problem but the effect is limited;arbitration and litigation waste a lot of time and are with low efficiency;chaos and unfairness exist in the application of equitable liability principle;the school is in short of funds and with limited compensation capacity;the legal system related to compensation is not perfect;public opinion has incorrect guidance;the insurance mechanism is not perfect,few types of insurance,narrow coverage and weak insurance awareness.(3)The current difficulties of school football injury governance need collaborative governance theory,which provide theoretical support,path value and practical guidance to injury governance in the process of the development of school football,so it is feasible to use collaborative governance theory in school football injury governance system.(4)Based on the collaborative governance model,this paper constructs the school football injury governance system and demonstrates “collaboration” of the model from organizational structure,model elements,operating mechanism and external environment,etc..
