A Study On The Improvement Of The Colleges And Universities Procurement System

With the development of market economy and the increase in University funding investment by government,higher education expands rapidly,and the collages and universities' scale grows constantly.Rapid expansion demands better infrastructure,material equipment and logistic service.So we have to think profoundly how to serve the higher education development by purchasing efficiently in a more standardized way.Collages and universities procurement,which is specific and tedious,influences the sustainable and healthy development of collages and universities directly.Quality requirement becomes more strict as the purchasing demand increases,and improper purchasing behavior will not only cause waste of financial fund but also brings ill influences to the reputation and development of collages and universities.There will surely be disorder in purchasing behavior without a complete set of standardized and scientific procurement management system.Therefore,the building of procurement management system is very important.This paper will research on the current situation of government procurement system in colleges and universities procurement,a case analysing as well,to find existing problems,and puts forward practical suggestions for improvements.The existing problems of colleges and universities procurement can be summarized as follows: the budget system is incomplete,the system of evaluation methods is too vague,the construction of expert libraries is not in place,and the management system of purchasing personnel is imperfect.This situation is mainly due to the lack of attention from leadership level,the lack of professionals and reasonable monitoring mechanism,as well as influence from government procurement system.Suggestions for improvements will be promoted as follows: building purchasing center for colleges and universities procurement;improving the budgetmanagement system;choose proper evaluation method;improving expert data base management system;building supervision mechanism;improving the professional level of purchasing personnel.Introducing the significance of the implementation of government procurement in colleges and universities,as a special field,is the highlight and innovation of this paper.As an employed professional in colleges and universities procurement,the author refines instructive experience and suggestions from practice.At present,colleges and universities procurement in our country is in the primary stage,and has a lot of deficiencies and areas to be improved.Therefore,this is a subject keeping pace with the times.
