The Research On Public Service Supply Of Early Family Education In Urban Community

Early family education as the composition of forces of "family-school-society, early family education quality level is the key factor affecting the quality of early childhood education. However, due to factors such as traditional social concept, our country family education work tends to be positioning as "internal affairs" of the family, mainly is completed by family and extended family. With the improvement of the early family education security system in the developed countries and domestic society and education development needs, the family education which just depends on family have been unable to adapt to the society, education development needs. Therefore, supply a certain amount of external support to early family education in the urban community has the become the inevitable trend which is adapt to international competition, promoting the development of family education. In view of this, this study emphasizes to provide public services for early family education in urban community.This study mainly discusses the following questions in the perspective of public service, with S-C city as the research object, using the literature method, interview method and comparative method, with "supply subject-supply content-supply form" as the analysis framework.First, it is the ideal shape of public service supply of early family education in urban community. Specifically, public service supply of early family education in urban community should adhere to the value orientation of fairness and efficiency and public welfare. Supply main body mainly highlights the fairness and justice of the government and the quality or the efficiency of the market and the third sector of humanistic care. Supply content integrated and collaborative supply form.Second, it is the current situation of the public service supply of early family education, problems, influencing factors in S,C city community and comparing the generality and differences between S and C city about the public service supply of early family education. The generality is that the two cities focus on early education guidance work, provide the corresponding support; pay attention to department coordination, guide the social participation; Make institutional access standard of the early education, control the quality of early education institutions; pay attention to professional team construction, training. The differences is that the government support exists significant differences; development of main land, institutional access standard of the early education, the ensure of professional team and the coverage of public services exists differences.Finally, it is the suggestions to optimize the public service supply of early family education in urban community. Based on the analysis the existing problems through the differences between the two cities and its influencing factors, put forward four optimization strategies:on the basic concept, putting the fairness generalization and efficiency into implementation. On the supply of the main body, strengthening the government leading, highlights the government responsibility; Attaching great importance to the multivariate supply, integrating supply together. On the supply mechanism, strengthening the coordination of departments, implementing the joint conference system; providing "one-stop service", integrating service content. On the supply safeguard mechanism, speeding up the legislative process, providing legal support for family education public services; controlling the access mechanism, strictly maintaining the main land’s quality of public service of family education; Strengthening construction of team, making the "software system" for public service family education.
