In the context of market economy,China's higher education has been unceasing development,the university's status and role also corresponding change.Colleges and universities and closer contact with society and economic development has brought the huge demand for high-level talents,at the same time also in various colleges and universities enrollment expanding to meet the need of social development.With the increase of university scale,the daily management of colleges and universities is also more complicated,the task of administrative organization and more burdensome.Administrative organization,a lot of problems appeared in the process of development,these problems to a certain extent,restrict the development of colleges and universities,for the reform of the administrative organization has become a hot topic in recent years.Administrative organization is part of the university organization.In the operation process of the management of colleges and universities,the administrative organization plays a considerable role.System contingency theory,this paper analyzed the development and change of administrative organizations in colleges and universities and variable,found its existing problems,and put forward the direction of change.This paper explores the historical process from the origin and development in colleges and universities.Administrative organization in constant change and development in colleges and universities since the late Qing dynasty,the interaction between university and the external environment and the influence of the government's policy of colleges and universities has been the root cause of the administrative organization change and development in colleges and universities,the administrative organization in colleges and universities often influenced by the external environment and to make the change of the passive,but this does not mean that universities do not have subjective initiative,micro level of colleges and universities to some extent,also can promote the reform of macro system of higher education reform.This kind of condition in modern market economy and the education reform is more obvious under the background,the trend of higher education reform under the market economy for the separation of decentralization,this trend has bred the subject consciousness of the colleges and universities.College organizational goals influence the administrative organization setting and purview division,under the influence of organizational goals in different times will produce different administrative organizations,administrative organization of operation of colleges and universities also promote and hinder the organization's goals.Up and running of the organization of administrative organization of colleges and universities should be about organizational goals,administrative organizations and academic organization should be committed to the development of the academic,teaching and research.University organization culture influenced by organizational environment and organizational goal,but once formed,it will be a deep-rooted psychological impact on members of the organization,the organizational culture of the conservative will hinder organizational change.Therefore,the innovation of organizational culture also promotes the change of administrative organizations.Members of inner spiritual transformation and organization change is complementary to each other,organizational culture as the core of the soft power of colleges and universities can provide university administrative organization change with effective spiritual drive.
