At present,there are two main theoretical guide the scholars testing the quality of higher education evaluation scale.One is the classical test theory(CCT),the other is the item response theory(IRT).Today the item response theory has become the core of education measurement.In this paper,aiming at the deficiencies in China's higher education quality evaluation,based on the perspective of students experience,designed the college students' experience survey.By analysis the quality of this scale,the outcome can give effective guidance to compile this scale,then improve the quality of the scale,which can ensure the accuracy of teaching quality evaluation based on this scale.The work of this study can be summarized as follows:Based on the related concepts and theories,according to the specific condition of China's higher education evaluation,complied the survey scale—college students' experience survey.The reliability and validity of this scale was proved to be effective using empirical data.Then reviewed the application of item response theory in psychology and education measurement.Using the Rasch model to represent the basic theory.And the application in evaluating the quality of scale as with classical test theory.At last,analysis the students' experience survey scale of T university.According to the analysis result we evaluated the quality of the scale,and gave some amendments.
