Early childhood education is a very important part of China's basic education.The relevant terms in Outline of Planning for Medium and Long-term Education Reform and Development in China have shown that our government attaches great importance to this issue.In order to meet the demand of early childhood development,kindergartens begin to plan for their development.Planning for kindergarten development is an essential part of research on ‘planning'.The first part of the essay analyzes the basic theoretical problems on planning for kindergarten development.In the first place,the essay will distinguish planning,education planning and kindergarten planning.In the second place,the essay will elaborate the theoretical basis of kindergarten planning,including the theory of strategic management and theory of school development planning.Then this essay will raise four standards in the planning for kindergarten development-to be guided by advanced theories,to follow scientific procedure,to collaborate with relevant parties and to take effective measures to implement the plan.Finally,the essay will demonstrate the purpose of planning for kindergarten development.The first aim is to improve the quality of kindergarten education so as to meet the challenge of changing interior and exterior environment,the second aim is to promote the distinctive development of kindergarten,and the third is to explore the future development of kindergarten.However,due to a slow start in early childhood education in China,there exist a good many problems in planning for kindergarten development.The third part of this essay explores the major problems in the process of planning for kindergarten development at the present stage.Firstly,there are not sound theories to guide the planning for kindergarten development,mainly in terms of lack of theories,unscientific ideas,and discrepancy between theory and practice.Secondly,the procedure of planning for kindergarten development is not standardized,with some steps missing and some steps disordered.Thirdly,the planning for kindergarten development is made by a small group of people without communication with others.Last,the plan for kindergarten development can not be fully implemented.The fourth part of the essay makes analysis on the reasons for the problems mentioned in part three,which include the limitation of people's understanding,obstacles in the system,rigid action and the restricted ability,etc.The fifth part of this essay mainly discusses how to make effective plan for kindergarten development.First,the director of the kindergarten should improve his or her own planning ability.Second,planning for kindergarten development should target the problems confronting the kindergarten.In addition,rules and regulations should be established to guarantee the plan for kindergarten development is secular and standardized.Besides,planners should be open-minded and consider both interior and exterior factors in order to make scientific planning.Finally,planners should put emphasis on the implementation of the plan in order to improve the effectiveness.
