Education development affects the long-term development of our economy,primary education is an important part of the national people's livelihood.In the background of the pace of urbanization,the problem of rural primary education has become the focus of education development,especially the balanced development of rural primary education is the focus of attention,has become an important factor restricting rural education.Jiangxi Anyi,as a representative of the central town,has the characteristics of township development,the problems in education balance allocation is the common problems in rural primary education.through the analysis of the causes,the corresponding measures will be conducive to the balanced development of rural primary education.This paper is based on the six villages in a township,with this as a case study of the full text,reflecting the current situation of rural primary education in the background of urbanization.Based on the theory of public goods,educational fair theory and educational balance,this paper introduces the situation of rural primary school in Huang Zhou from three aspects of human,material and financial resources.Human resources mainly include the number of teachers,education,age structure and other aspects.The material resources are mainly analyzed from the aspects of the area of the teaching building,the area of students' average ground,and the teaching equipment.The financial resources are analyzed from the aspects of financial investment and education funds.Through the data comparison of the local education department data,the existing data and relevant standard data of the school,using qualitative analysis and quantitative analysis method,summarizes the current problems in rural primary education,including the low efficiency of educational resources,the construction of teachers needs to be stable and perfect,weak teaching facilities.The causes of these problems are manifold and should be considered systematically.This paper focuses on the restriction of educational funds,the provisions of the national policy and some good educational measures.In order to effectively improve the unbalanced distribution of rural education resources,this paper puts forward several measures,including formulating relevant policy support,improving the relevant system of education,improving the efficiency of education resources and strengthening the construction of teachers.This paper analyzes from the perspective of public management,the recommendations and measures are scientific and operability,and the feasibility of the method by citing the case.This paper is divided into five parts: the first part is the introduction,explains the background and significance of this paper,and summarizes the relevant research results at home and abroad,and expounds the ideas and methods of this paper.The second part defines the concept of this paper,and expounds the theoretical basis of this paper.The third part introduces the case of the study and six rural primary schools,from three aspects of human resources,material resources and financial resources,objectively reflects the status of the six rural primary schools in the allocation of education resources.The fourth part reveals the problems in the allocation of rural primary education resources in Huang Zhou,and combined with the local practice,analyzes the reasons of these problems.The fifth part puts forward feasible measures to improve the current rural primary education resources allocation from many angles.
