The Design And Application Of Performance Funding Mechanism In Universities

Nowadays,many countries in the world are actively exploring and implementing new funding mechanism,used to solve the problem of higher education funding is uneven,inefficient use of funds and irrational allocation of resources and other issues,the performance funding mechanism of university is undoubtedly a new method of approach.The funding mechanism is the traditional "investment oriented",will affect the effectiveness of resource allocation to a certain extent,cannot meet the requirements of funding mechanism of education funds to "output" and "efficiency" as a guide,we need to further optimize the allocation mode.This theory on performance management of university funding based on the normative analysis method,case analysis method,investigation method,based on the analysis of current situation and learn from the practice of university performance funding of higher education performance funding of foreign experience,combined with the actual budget management in Colleges and universities,try on university performance funding pattern and operation mechanism of construction and design and,taking Beijing university performance funding practice as a case for case analysis,puts forward some improvement suggestions.The main conclusions of this paper is to design the performance funding mechanism of colleges and universities to introduce the performance factor,the distinction between basic funding and project funding and incentive funding design performance funding mechanism,application and consideration of performance objectives and evaluation results,to further improve the financial allocation of scientific and resource allocation and use of performance.
