The performance evaluation on administrative personnel's achievements plays a very important role in the present reformation in personnel system of colleges and universities. It provides an important basis for the colleges and universities' administrative personnel in promotion and demotion, salary, bonus, welfare, training plan, career planning and recruitment planning. Because of their particularities in working conditions, personality characteristics, object management, and moreover, their numerous and diverse working-duties that involve great difficulty in quantification, the design and operation of this evaluation become more and more unaccomplished, let alone the convincing and credibility of the result. Based on predecessors' research, this thesis adopts documentary analysis, integration of theory and application and qualitative and quantitative analysis. With combination of those research methods, this thesis has made a systematic research on the evaluation of administrative personnel's achievements in colleges and universities. After figuring out those existing problems in the system, this thesis proposes corresponding solutions from four aspects: evaluation methods, evaluation patterns, evaluation target and the implementation and application of evaluation. Its novelty lies in view of problems existing in the evaluation of administrative personnel's achievements in colleges and universities, proposing the innovation "Dual-Level" achievements evaluation pattern, and dividing the evaluation into two levels: university and department. Consequently, this reformation will help link the individual evaluation with the department evaluation, strengthen administrative personnel's sense of belonging to their team, reduce the evaluation of the intermediate level, make evaluation system become more practical in operation, and furthermore, it offers a new method to effectively solve those problems existing in the evaluation of administrative personnel's achievements in colleges and universities.
