Optimization Research On Public Funding Pattern For Public Universities In China

China is still at the primary stage of socialism. There is a marked shortage of funds for the development of public universities. Since 1985, the higher education system has undergone major reforms, but with this adaptation input mode has not changed: "Comprehensive Quota + Special Subsidies." The number of students as a single public funding indicator made the scale of public universities becomes the Government's paramount consideration. At the same time, quota set is based on historical experience, which can not fully reflect the true training cost. In addition, it is an input-oriented model, which made public universities without guiding by the output mechanism. Therefore, the research objective is to find the optimization of the public funding pattern for public universities.The article is divided into five chapters. The first part is the introduction. The second part is the theoretical analysis of public funding pattern optimization for public universities, which concludes that the proper public funding pattern should not only compensate training cost but also motivate efficiency. The optimization of public funding pattern for public universities is the process to Pareto efficient. The third part compares the public funding patterns for public universities of the developed countries and regions from formula funding pattern without and with performance indexes. Part IV from historical analysis finds that there are two kinds' effects existing in the public funding pattern in China. On the one hand, it promots the popularization of higher education and ensure the basic personnel funds requirements. On the other hand, "Comprehensive Quota + Special Subsidies" pattern is simple, without performance indexes, total-oriented obviously, and that it only applied to the teaching funding and is not involved in research, infrastructure demand for funds. Part V designs the public funding pattern optimization system, which put forward the funding formula measured the training cost by sub-level students and the subject category. The formula will regulate the funding by the result of performance evaluation to improve the public universities' efficiency.Research methods are quantitative analysis and the use of quantitative analysis method. It is the combination of formula funding pattern and performance funding pattern, which exists as the formula pattern with performance indexes.
