This study expounds the background,content and framework of the programs of study(POS),through the literature analysis and comparative research method,in-depth study of the implementation of the programs of study,training objectives and implementation channels,and analysised the security factorscan be carried out smoothly to the programs of study,through analysis the effectiveness of the implementation of the project and the existing problems,puting forward the improvement measures.The Carl D.Perkins Career and Technical Education Act of 2006(Perkins IV)calls for states to offer programs of study(POS),which local educational agencies and postsecondary institutions may adopt as an option for students participating in career and technical education.And puting forward the four elements of learning projects.In 2010,the US Office of Vocational and Adult Education proposed a framework for programs of study for the four elements included in the Perkins Act IV legislation,The framework has refined the powers at the national and local levels to effectively support the development and implementation of programs of study.There are two main subjects: high school and two-year community,High school students are the core beneficiaries of POS,the project curriculum design reflects the integration,First,the integration of vocational and technical education and academic education,the second is the integration of postsecondary education and senior education.Teachers' teaching in a flexible way,pay more attention to practice,fully embodies the three closely link of the school-work-society.POS protected by the national policy and legislative,self-management,self-supervision.In the current United States skills update fast,high-quality talent supply and demand are not equal,to accept the demand for life-long education to increase the POS is different from the previous vocational and technical education projects,played a positive role in improving the high school graduation rate and university enrollment rate,In addition,students who participate in the POS has greater proportion through vocational and technical skills assessment,access to professional qualification certificate.From the values,training goals,training process,training results,the POS Which embodies the combination of forward-looking and strategic,the combination of system and integration,the combination of comprehensiveness and core,and the combination of inclusive and individual,It's an important way to achieve lifelong education.and it's an important measure to solve the current high-quality technical talent supply and demand inequality in the United States.The paper is divided into six parts:The first part introduces the origin of the research,the purpose and significance of the research,the research methods and ideas,analyzing the current situation of the research at home and abroad.The second part is the background of the programs of study,including the historical evolution of the,and introducing the theoretical basis and the legal basis of the programs of study.The third part is the four elements and organizational framework of the programs of study.Introducing the meaning of the programs of study,and the elements and framework of the programs of study.The fourth part is the implementation of the programs of study,including the implementation of the main,training objectives and implementation.The fifth part is the analysis of the guarantee factors of the programs of study.This part analyzes the guarantee mechanism of the project from the aspects of law and policy guarantee,system guarantee and accountability and evaluation.The sixth part is the implementation of the programs of study implementation and reflection.This paper expounds the effect and the existing problems and countermeasures of the programs of study,and the reflection of the experience of the programs of study,which provides reference for the connection between the vocational education and the secondary education..
