The Secondary Vocational Education is an important part of Chinese Vocational Education, it provides high-quality workforce for society and enterprises. Although in recent years, the national's emphasis on Secondary Vocational Education is continuing improvement, the poor quality of Secondary Vocational education has been the main obstacle of the development of it. How to ensure the quality of Secondary Vocational Education is an important task in the Vocational education reform. In American, Vocational Education was renamed as Career and Technical Education, since 2006. In order to ensure the quality of the Secondary Career and Technical Education, American has formed a characteristic quality assurance system. Therefore, the purpose of this study is to understand the development of American Secondary Career and technical education, and in-depth study its education quality assurance measures, and summed up the experience to improve our quality of Secondary Vocational Education.Although the Secondary Vocational Education in American has been transplanted from England, it has experienced continuous localization reform in American. At the beginning of this century, aiming at the disadvantages of the traditional Secondary Vocational Education and combining the demands of the talent workforce in social development, American promulgated the“The Carl D. Perkins Career and Technical Education Act of 2006”, it has renamed the “Vocational Education” as “Career and Technical Education”, this changed has further outstanding the humanism thought and the idea of sustainable development in education. This thesis recalled the development history of Secondary Career and Technical Education in American, and introduced the current situation of American Secondary Career and Technical Education, from its implementing agencies, the scale and characteristics of students participation, the resources of its teachers and the teaching tasks.The main method of this study is Literature method and Case method, and the thesis has studied the quality assurance system of American Secondary Career and Technical Education from five areas. First is the legal assurance. American has established a series of laws which are related to the Secondary Career and Technical Education, and use the legal measure to provide policy support for its Career and Technical Education.Second is the financing assurance. American draw up the relevant legislation and determine the funding scheme and the proportion of funds for Secondary Career and Technical Education, these measures have provided its financing assurance.Third is the practical assurance. The curriculum and the implementation mode of organization are the core of the American Secondary Career and Technical. Its curriculum system has constructed around the career cluster and career paths, and its also carry out some typical mode, such as Career Academy, Youth Apprenticeship, Program of Study, the educator expect to realize the integration in Secondary Career and Technical Education from three aspects, academic education and vocational education, secondary education and postsecondary education, school-based learning and work-based learning. Fourth is the standard assurance. American has established the benchmark in Secondary Career and Technical Education content(i.e. the knowledge and skills should be mastered by the educatees), teachers, models of practice organization. These benchmarks have provided the relevant quality requires for the main elements of Secondary Career and Technical Education.Fifth is the supervision assurance. American has established the system in performance assessment and accountability for Secondary Career and Technical Education, and this system contain the federal, states and districts schools. American has formulated the specific evaluation index for strengthening the supervision and responsibility of Secondary Career and Technical Education, and to improve the quality of education.Based on the experience of American and the reality of our country, to improve the quality of Secondary Vocational Education in our country, we need to take the following measures: to strengthen the function of educational legislation in promoting the quality of education; improve the utilization of the funds; improve the curriculum system and practice modes of Secondary Vocational Education; to establish and optimize the relevant standards of Secondary Vocational Education; to establish the assessment and accountability system.
