Education is the foundation of social development,and teachers are the key for education development.The guarantee of compulsory education teachers plays an important role in education development.In 2009,China began to implement the performance-related pay system to achieve a major reform of the income distribution system for teachers.At present,all the primary and secondary schools in Tianjin have implemented the performance-related pay policy which changed the original wage system.But there are a lot of practical difficulties in the implementation process,especially in rural areas with a low level of concern.Therefore,it is of great significance to discuss the current situation of implementation of the performance-related pay system and improve it.In this paper,three rural junior middle schools in Hangu,Binhai New Area,Tianjin,China,were selected as the subject to implement the survey with literature review and questionnaire survey method.Then,the questionnaire was analyzed according to the summary from the following four aspects:the attitudes towards performance-related pay policy,the implementation status of performance-related pay,the effect of performance salary and the assessment indicators of performance-related pay.The investigation and analysis show that there are some problems in the implementation process of performance pay,such as the deviation of policy understanding,the lack of fairness,the low satisfaction level of performance-related pay and the insignificant incentive effect.The author believes that the reasons for these problems generally have the following aspects:the inadequacy of policy advocacy,the immature growth mechanism,the monetization of assessment indicators,and the development lag of teacher's profession.Finally,proposed several strategies to improve the performance-related pay system:increase the policy advocacy,change the performance concept,improve the growth mechanism,the special allowance charged separately,strengthen the standards development,increase the incentive performance proportion,strengthen the professional ethics and moral education,encourage to implement performance,establish the implementation detection and assessment system.
