In 2000,Chongqing Municipal People 's Congress promulgated the “Measures for Implementing the Teacher Law of the People 's Republic of China in Chongqing Municipality” clearly stipulates that the school gradually implement the teacher appointment system in the eighth clause,primary schools can recruit teachers to the public,this provision makes the faculty from a closed system into an open system,already has achieved initial results,optimized the structure of teachers to a certain degree,Stimulated the enthusiasm of teachers work,enhanced the overall quality of teachers,but,Teacher appointment system is a new thing,in the implementation process continue to expose a variety of drawbacks,the issues are more prominent,such as lack of investment in education,the appointment of the main body is not deep,comprehensive supporting measures are imperfect,it is difficult to give full play to this system advantage,leading to slow progress in reform,so,it is imperative to explore the benign operation mechanism of teachers' appointment system.This article takes the reform and exploration of the appointment system of Public elementary school teachers in Nan'an District of Chongqing Municipality,mainly using the questionnaire survey,supplemented by interviews,as well as the study of relevant literature to collect data,objectively study the status quo,the preliminary results,the problems and the causes of the implementation of the appointment system of the private primary school teachers,solve the current primary school teachers in the implementation of the system in the implementation of several major problems: On the precondition of teachers' employment in school,including the lack of understanding of teachers' employment system,and the unimpeded flow of teachers' circulation;On the problems about the teachers of the school to run the program,including employment application is not reasonable,employment contract is not standard,the principal power supervision mechanism does not reach the designated position,imperfect evaluation system eacher appointment management system;On the problem of the outlets of firing teachers,including relevant policies and regulations not perfect,the social security system is not sound,etc.obstructed the effective development of teacher appointment system.There are three main reasons for analyzing the above problems: the teacher's appointment and implementation conditions are not sufficient,including the reform of the personnel system in primary and secondary schools is not in-depth,ideological and cognitive reasons,the school attention and propaganda is not enough;teachers to implement the implementation process is not standardized,including theoretical research is not deep,the government management functions are not in place,management system is not perfect;teachers dismissal measures are imperfect,including comprehensive supporting policies are not complete and so on.In view of the above problems and reasons,as well as learn from the experience of developed countries,the countermeasures of improving the city's public elementary school teachers appointment system are to be proposed: Firstly,increasing investment in education to enhance the professional attraction of teachers,changing the concept and reform awareness,establishing a reasonable flow mechanism for teachers to improve the prerequisites for the appointment of teachers in schools;Secondly,improving appointment process,standardizing the appointment,improving the principal responsible mechanism,establishing a scientific and reasonable evaluation mechanism to strengthen the employment of school teachers' standardized construction;Finally,improving the solution of teachers' exit problems by improving the legal and regulatory system and improving the social security system,in order to improve the management system of the public elementary school teachers,and make every effort to improve the reform and development of basic education in our country at present.
