The rural population accounts for a large proportion of population in our country,so the quality of rural primary and secondary education is of great significance to the improvement of the quality of the population in our country.Especially in the comprehensive construction well-off society under the background of the times,the development of education in rural primary and secondary schools has the fundamental,leading to social advancement of China's role.The current rural primary and secondary school teachers flow there is a serious problem,have a significant impact on the sustainable development of rural education,how to effectively solve,avoid serious negative impact to the whole basic education,is the priority among priorities of the current task.According to the current development of rural education(?)pomary and secondary schools,ideas flow and management of innovative talents,strengthen the stability of teachers construction,is to promote the balanced development of compulsory education,improve the quality of basic education in rural areas is the key to enhance the rural teaching.Technology and education strategy proposes:by improving the quality of education,improve the quality of education by teachers.In the framework of the current resource in rural primary and secondary education,teacher resources,especially young backbone teachers instability,serious loss for the sustainable development of rural education has brought terrible shock.How to stabilize the rural young backbone teachers,improve the overall quality of teachers in on the author's research and analysis,the following solution to the problem:First,to promote and strengthen the balanced development of rural and urban education policy,further narrowing urban-rural divide.Second,improve the living conditions of rural school teachers.Third,to enhance awareness of democratic management,improve management style and methods to improve the team's solidarity and
