Community education has become a new mode of education in China since the mid-1980s,accompanied by the implementation of China's reform and opening up.The purpose of community education is to be community-based,rely on the community,serve the community and promote the rapid development of the community.It opens to all members of the community,provide them with a variety of educational activities to improve their overall quality,quality of life and cultural needs through a variety of organizations.Community education,which is made up of two elements of education and community,reflects the importance of education in promoting community development on one hand and it also shows that the community is an important carrier of education on the other hand.Community education has reflected its tenacious vitality and importance from its just beginning.After more than 30 years of practice and exploration,community education has gradually taken root in the land of China,effectively promoting the community's spiritual civilization construction as well as economic development and contributing effectively to the harmonious development of society.The 18th Party Congress put forward to perfect the lifelong education system and build a learning society.This is the learning society of the 16th National Congress of the Communist Party of China(CPC)and the 17th National Congress of the Communist Party of China(CPC)and the 17th National Congress of the Communist Party of China(CPC)and the 17th National Congress of the Communist Party of China(CPC)",Once again highlighted the major national strategic decision-making,is our country to achieve a comprehensive well-off society and the great rejuvenation of the Chinese nation's grand goal of the fundamental guarantee.One important tool to achieve this goal is to maintain and promote the development of community education.In this regard,it is important for China to have a rigorous,qualified and logical community education development model in order to promote community building and build a harmonious society.At present,China's community education is still not mature enough,whether from the years of development or the operating mechanism.However,outside of China,such as some developed countries in Scandinavia,North America,or Asia,has developed mature community education.Therefore,we need to learn and imitate the development experience of community education in foreign countries with a positive,prudent and scientific way based on their own national conditions,and improve the development of community education in China.In this paper,community education practices in the United States,Japan and China are analyzed from five aspects of community education through the comparative analysis and other research methods,with the aim to learn from the successful experience of community education in the United States and Japan.To achieve his mountain stone can attack the purpose of jade.This paper analyzes and studies the community education of China,America and Japan respectively from the aspects of educational idea,organizational form,policy and legal system construction and management mode.This paper is divided into six parts:The first part mainly elaborates the development course of community education in the three countries.Through the methods of literature and historical research,this paper analyzes the development process of community education in China,the United States and Japan,and compares their commonality and difference between China and the United States and Japan.The second part mainly analyzes the dominant ideology of community education in the three countries and also makes an overall comparison based on the two dimensions of the cultural heritage and the needs of the public in order to provide reference recommendations on whether the"Western elements" can be incorporated into the community education concept.The third part mainly analyzes the organization form of community education in three countries and compares the same points and the differences between the community education in China and the United States and Japan with an aim to learn the developed countries' practice and reform experience in community education organization form and provide reference for China's community education organization construction.The fourth part mainly analyzes the policy and legal system construction of the three countries,and reveals that the construction of our community education policy and the legal system is not perfect.The fifth part mainly analyzes the management mode of community education in three countries.Through the comparison,we can find some problems in our country's management mode of community education,and try to find constructive opinions from the realistic management model.
