Party eighteen three The "Decision on Deepening the Reform of Some Major Issues",which will be adopted by the Plenary Session,will be an important measure for the equalization of compulsory urban and rural compulsory education resources and the implementation of satisfactory education for the people.In 2015,the General Office of the State Council issued the”Rural Teacher Support Program(1015-2020)",and the educational administration departments at all levels have also actively adopted some support measures.To a certain extent,promote the county level compulsory education stage urban and rural teachers exchanges,but in the specific implementation process there are many problems.In this study,an independent junior middle school,one junior middle school,two primary school and one nine-year school in L County,Gansu Province,were studied.This paper mainly adopts the method of literature,interview and questionnaire to combine the research of qualitative research and quantity,and proceed from the actual situation of the teachers' rotation of the school in the compulsory education stage of L County.Through the education administration department,the school Principals,teachers participating in the exchange of communication,ordinary teachers and students to interview and issue questionnaires,L County rural compulsory education stage of the status of teachers to discuss and analyze the status of rotation.The results of the survey show that there is no effective selection mechanism and the use of management mechanism in the process of the exchange of teachers in L County,and the evaluation mechanism and supervision mechanism are not in place.The school "perfunctory",the urban teachers exchange to the point of difficulty,Management,evaluation and supervision is not in place;rotation exchange involves the interests of principals and teachers,principals and young backbone teachers exchange difficult,teachers do not understand the degree of exchange is not high,attitude is not active;students in the face of new Of teachers will have adaptive response,frequent teachers for students to learn also bring some impact.And analyzes the factors that affect the rotation of rural teachers from the aspects of social culture,system construction,school environment,teachers and so on.Finally,from the whole to do a more in-depth thinking,for the current implementation of the professional exchange of teachers suggested that the community and the government should optimize the promotion of urban and rural integration,and vigorously improve the social status of rural teachers,and actively create a good environment and culture The school should optimize the mode of running a school,increase the training of local teachers to promote the growth of local teachers;teachers themselves should also raise awareness,to improve the quality of teachers,Take the initiative to participate in the exchange of rotation,to promote the balanced development of education contribute their own strength.
