With the development of the times, educational technology and education are closer to each other,and the demand for resources is more diverse. The future development of education depends on the quality of educational information resources. For resource development enterprise and the learners,the biggest problem facing us is the lack of educational information resources’ quality. The primary problem is to find a reasonable way to evaluate the resources. In the network environment, the expert annotation can increase the number of evaluation samples, reduce the manpower, financial resources and material resources in the evaluation process. At the same time, because of the rich academic accomplishment, the research level and the professional ability, the expert evaluation can be used to control the quality of the resources in the network environment.This paper mainly studies how to make use of the expert’s evaluation data to improve the quality of resources before the resource release.Firstly, using the method of literature research to analyze the social tagging,resources’ construction and resources’ quality evaluation to find the reason that the lack of resources’ quality. That is the enterprises are mostly concerned about the quality improvement, and the lack of accurate quality, and the lack of accurate quality evaluation methods in the process of enterprise development.Secondly, according to the domestic and foreign policies, standards and related literature, the paper constructs the evaluation index of educational information resources.This paper makes the evaluation index of educational information resources and the questionnaire is used to understand the opinions of experts, and let the experts to sort out the relative importance of all the evaluation indexes. Experts decide the relationship between the various indicators, and then calculate the weight.Thirdly, the model of resource quality satisfaction is constructed to get the reason of the difference of the quality of educational information resources. There is a kind of organic feedback loop mechanism between experts and enterprises. Based on the combination of enterprises, users, experts and resources, the expert evaluation model is built.Finally, in order to minimize the effect of experts’ subjectivity, this study adopts the method of mathematical statistics to quantify the evaluation results, and then use to computer emulation to verify the validity and rationality of the expert evaluation model.The paper draws the following conclusions. The educational information resources’quality evaluation process can be optimized based on the model, and the evaluation accuracy can also be improved. The resources’ quality can be improved, and the enterprise development efficiency can also be improved. After the release of the resources, resource evaluation label can be also released, and the information can provide an effective reference for learners’ reasonable selection of resources.
