Reviews the construction of digital education information resource in China, it's has been experienced a way of from stand-alone courseware to net courseware, then to web course, and finally web resource database, from personal to national, and developed many education resource. Because of the separateness of construction, it has emerged many problems, such as reiteration, low-level of resource, high cost, incompatible, low benefit, low content of technology, low rate of utilization,. The country throws large amount of money in the construction of digital education information resources, but cannot obtain the promoted application.How to reorganize and plan the education information resource to get more benefit? I think one of the methods is the allocation of digital education information resources, and it's also the content which the thesis discussed.This paper is divided into five parts. The first part is introduction of socio-economic background and research significance, formed research thought and mode basing a summarization of former research. In the second part, there is a description of digital education information resource which is also the research object, including the connotation, types and characteristics. The third part is concluded the basic theory on the allocation of digital education information resource, including the connotation, content, levels, standards and principles. In the forth part, there is a expatiation of allocation modes, including the government allocation, market allocation and mixture allocation, with presentation of the National Construction Model Curricula, the net school of first appertain middle school of Huazhong normal university and the Construction of National Knowledge Infrastructure. The last part is an explanation of allocation efficiency and evaluation of digital education information resource, definiting the objective and way of inspection.
