Since the advent of 19 th century cultural pedagogy(also known as spiritual science education)in Germany,the study of the relationship between culture and education has gradually penetrated into all dimensions of educational research.Based on the perspective of culture,this paper studies the changes of higher education system in the early period of the Republic of China,and summarizes the cultural characteristics at the time,and then studies its actual situation in the field of higher education system by retrospecting the background of social politics,economy and culture in the early Republic of China.At the beginning of the Republic of China,it was an important historical stage of the transformation of modern education in China.The reform of education system in this period mainly focused on the field of higher education with the main battlefield of Peking University and so on.First of all,the early years of the society experienced "social change",Yuan Shikai restoration of the monarchy,the rule of the Northern Warlords and a series of political changes in the economic,political,cultural and other aspects of the new education system for the establishment and development of a guarantee mechanism Second,the progress of society requires that the education system be perfected and meet the objective laws of the development of education itself.Once again,the wave of educational reform in the major countries of the Western world is surging,and under the influence of this tide,Chinese society has completed the task of educational reform.Based on the basic theory of educational culture,the educational system is divided into three dimensions: guiding ideology,safeguard system and running system.Secondly,combining with the background of social politics,economy and culture in the early Republic of China,The social and cultural background of the early Republic of China,the characteristics of the higher education system in different fields at that time,and the favorable factors and positive influence of the higher education system change in the early Republic of China.In the course of the study,the literature and historical research methods were used to sort out the society in the late Qing Dynasty and the beginning of the Republic of China,and the changes in politics,economy and culture were found in the early period of the Republic of China,and the changes in higher education were summarized.Based on this,we can reflect on the reform of higher education system in the early period of our country.Cultural culverts to promote cultural diversity to produce active thinking,timely implementation,functional clear,democratic freedom for the social system changes in the favorable factors can be regarded as China's modern education reform in the institutional level of a microcosm,for today's China's education system Modernization has important reference significance.
