Higher Vocational education is the key part of higher education in China. With the process of popularity of higher education , it will be the most important in the future. The development of higher vocational education not only influenceds the success of Chinese higher education, but also relates to the improvement of the whole country's international competitive ability.Indubitability, it has a striking difference between the present stage and the role it should play. The author argues that basical problem lies in its institution, even though traditional view and limited materials would bring some impact to the development of higher vocational education. So, it's important to construct an efficient institution to promote development of higher vocational education.New institution doctrine that analyzes many ways of institution gives us an important theorical weapon to study our problems. Therefore, exploring institutional change and innovation of higher vocational education, and use of theory related to institution change to support research of institutional innovation of higher vocational education will bring an important theory points and practical meaning for the reformation and development of higher vocational education in China.The dissertation mainly absorbs the research pattern of new institution doctrine, and uses documentary and historical methods to make a systematic analysis. Based on these analysis, institutional innovation will be promoted.Introduction of this dissertation includes problems given, conceptions definited, literature summarized, research designed and methods. Text of this dissertation consists of four parts. Part one mainly discusses definition and function of institution, also the role to higher vocational education; On the basis of institutional documents' analysis, Part two explores the institutional change of higher vocational education in China, meanwhile, analyzes the impacts to higher vocational education from the cases of institutional change. Part three mainly analyzes present institution of higher vocational education, including its achievements and shortcomings, also make an analysis for present institutional arrangements and losses. Part four explores institutional innovation of higher vocational education from macroscopical and microcosmic ways.In the concluding remarks, the author reemphasizes that the role of higher vocational education to popularity of higher education, and promotes that playing their effective roles ultimately depend on institutional innovation.
