Experience And Revelation Of The Construction Of Japanese Rural Public In The Process Of Urbanization

This paper starts from the academic debate on status of Japanese rural areas .Through the combing of "Boundary Of Rural Settlements", "Local Autonomy Vanishing", "Rural Continuity" and "Pastoral Regression", it is concluded that although Japan rural areas are facing the problems of hollowizing caused by aging and the lack of children, but the Japanese villages have strength and toughness and are in the orderly operation. And this strength and toughness is derived from the villagers' identity and pride for the villages, which is related to the village endogenous foundation. Through the history of the endogenous foundation of the village,it was found that there was a situation of public relations developed by rural autonomy, groupism and divine beliefs in the Japanese villages, which profoundly impacted on Japan rural governance. Japan relies on the rural internal base with public factors of the autonomy traditions, groupism and divine beliefs. It provides external conditions and a way for rural public reconstruction by the construction of the agricultural association and local autonomy system to effectively activate the rural endogenous forces to build a public factor which ensure the orderly operation of the village.These experiences of the use of native resources?the establishment of the agricultural association to organize the peasant individual, stimulating the enthusiasm of residents to participate in public affairs through the local autonomy system mechanism and the national power leading in the rural public construction is important for the disintegration of village publicity in China. It is also clear that institutional and policy designers to build the rural public can carry out their intention because of using the rural internal base, which inspired us that in addition to learn the technical and institutional factors of rural governance, we also have to understand the actual situation of China's rural governance, nurture and make good use of local resources.
