Under the social background of social governance system innovation,the management problem of the old urban area is an practical question that can not be avoided in the construction of harmonious community in our country.Urban grass-roots governance is an important part of our country's social governance system.The urban grass-roots unit has experienced the development process from unit system,street system,community system to grid system.Different from the traditional government which has one-dimensional mode of-resources supply and service management,the modernization of governance system should emphasize the participation of multiple subjects.Old community of good governance is inseparable from the residents to actively participate in and mutual cooperationThrough the study of social workers' intervention in YZ district of Wuhan,we found that governance problems of YZ old community not only was caused by a long history,infrastructure aging,absence of supporting equipment and other external factors,but also had reasons that none estate management leads to residents nonstandard behavior and lack of public awareness.So the key to solve the problem of YZ old district governance is to mobilize the community residents and improves the residents' capacity of self-government,in order to build a service model which is mainly guided by the government governance,social regulation and residents of the autonomy,and has participation of the multi-agent.This paper uses the method of social work practices,and carries out regional development model to intervene in "micro-autonomy" community work of the YZ old district.Service process is divided into four stages.In the exploratory stage,Through advocating residents concerning about the community environmental problems,it aroused the residents' behavior and awareness to improve the living environment.In the mobilization stage,by mobilizing the community leaders,mobilizing community residents,integrating the community's internal resources,it solved the problem of YZ community living environment.In the consolidation stage,the establishment of community self-governing organizations with the form of residents self-management committees provided residents' self-help mutual assistance services for the YZ community and realized the "micro-autonomy" of the community with the participation of multiple subjects.In the review stage,it helped residents to complete system building and standardizing operation,and identify future roles and follow-up plans.The community work service of this study preliminary solved the problem of living environment and community governance of YZ old district.Through the above-mentioned exploration of community work practice,we can obtain three main findings:Firstly,the old city district "micro-autonomy" should meet the residents' ability to pay and the different needs of life expectations;Secondly,the role of the "micro-autonomous" workers in the urban district is voluntary rather than dominated.Thirdly,the modernization of grassroots governance system should emphasize the participation model of multiple subjects.Based on the research of social work involved in the urban community"micro-autonomy",three conclusions were drawn:Firstly,the urban community"micro-autonomy" can provide general experience for the innovation of social governance system;Secondly,the "micro-autonomy" of urban old community has the characteristics of phased intervention.Thirdly,the social work involved in urban old district "micro-autonomy" work strategy is to mobilize residents to actively participate in and mutual cooperation.On this basis,the author of paper discussed the relevant issues of professional reflection and research prospects.
