A Study On The Participation Of Social Work Organizations In The Autonomy Of Urban Community Residents

With the wide mention of the word "social governance" at the macro level,the community governance at the micro level has become the focus of the government's attention.In the new period,the reform of community governance in our country continues to innovate and develop,and gradually formed in the urban community,with the neighborhood committee as the main body,through the assistance of professional services of social work,the overall planning of the community grid,grass-roots community social organizations and property resources.To create a new model of urban community self-government,to promote the improvement of community autonomy,to create a solid basic social foundation for entering a well-off society in an all-round way.Community resident autonomy has become an important direction of community governance and an important way for people to pursue a better and happy community life in the new era.The report of the 19th CPC National Congress profoundly clarifies the changes of the principal contradictions in our society at present,which in a sense highlights the important role played by social work in meeting the diverse social needs of the people and promoting the autonomy of the community residents.It is an important way of community governance and community service for the government to purchase social work post service and let social work institutions participate in the autonomy of urban community residents.This thesis mainly comes from the author's three-month professional practice in JY neighborhood,F community of Hefei City.Through participatory observation and interview,I have obtained a lot of first-hand information.To understand the community residents' self-government development process and status quo.Based on the theory of superiority perspective and the practical research on the participation of social work institutions in resident autonomy,this paper makes a thorough analysis of the problems encountered in the process of development,and puts forward some suggestions and countermeasures combined with the knowledge learned.The first chapter introduces the research background,purpose,significance and research methods of this paper,and summarizes the literature about resident autonomy and social work involved in resident autonomy.The second chapter first gives a brief introduction to the community governance model of "five social associations" in F community,the site and personnel construction of JY good neighbor living Hall,and the basic situation of A social work institution.Then it explains the way of social work organization participating in the residents' autonomy of JY district,the effect of practice and the advantage;The third chapter analyzes the problems existing in the process of participation of social work institutions in the process of residents'autonomy in JY district from the preparation level of neighborhood committee,the level of community social organization,the level of community residents and the level of social work organization.The fourth chapter analyzes the causes of the problems one by one,and puts forward the countermeasures and suggestions to solve the problems.Led by the road of building intelligent community in F community,residents' autonomy in JY district should be based on the formation of a perfect resident autonomy system,the cultivation of self-governing grass-roots organizations as the vanguard,and the clarification of the boundaries of organizational powers and responsibilities.In order to stimulate the enthusiasm of residents participation as the focus,innovation of residents self-government project as the final entry point.The purpose of this paper is to carry out a case-by-case study to raise questions and research countermeasures on the road of social work institutions participating in the self-government of the residents in JY district.The participation of social work organizations in community residents' autonomy is an inevitable driving force to promote community development in the new period,and plays an irreplaceable role in promoting neighborhood committees and grass-roots community social organizations to perfect and develop residents'autonomy.However,as the localization development of community social work in the mainland of China is not perfect,social work institutions are still in the pilot stage of community resident autonomy,and it is urgent for the majority of scholars to carry out a deeper study on this issue.Promote the perfection of community resident autonomy system,and further promote the stability and harmony of community governance on the micro-level of our country.
