On The Motivation Of College Students' Pubic Service In Regional Universities

The local social development services offered by local colleges have become the inevitable trend of the development of higher education.The development of local society needs applied talents urgently,and the local colleges aim to cultivate applied talents;and their survival and development also need to take the road to serve the local social development.The root to serve the grass root is to cultivate outstanding applied talents for local development;therefore,improving the public service motivation of local colleges is the need for colleges and social development situation.In this background,public service motivation has become the focus of public concern,and the hot topic for scholars' studies.At present,there are few studies on the motivation of public service in China.Most studies focused on the concept,connotation,measurement and influencing factors of public service.However,few studies have been done on the motivation of college students' public service,and the studies for the public service motivation of local college students are less.Based on Perry's four factors,24 items of public service motivation measurement questionnaire are used in this paper.According to the actual situation,the questionnaire was revised and finally formed 19 items as the actual survey questionnaire.The motivation of students' public service in local colleges is studied under the background of economic and social adjustment and school transformation and development so as to construct a set of index system which is suitable for grassroots government to select civil servants,to provide scientific basis for similar local government to select outstanding college students to serve the villages and communities,and to further improve the index system of government selecting talents and school cultivating outstanding students under the background of economic and social adjustment and school transformation and development.In this paper,the four parts(the attractiveness of public policy,the commitment of public interest,compassion,self-sacrifice)of public service motivation are used as evaluation index.First of all,the present situation of the development both abroad and at home is explained,and the research contents,research methods and innovations of the article are also put forward.Secondly,the related theories and concepts of public service motivation are elaborated.The motivation theory,the Maslow motive theory,the concepts,classification and characteristics of public service motivation,and the grassroots,grassroots public service are mainly elaborated.Thirdly,according to the hypothesis of the study,the current situation and existing problems of college students' public service are measured.Fourthly,the reasons for the differences of college students' public service are explored.At last,according to the results of the survey,some suggestions to improve the motivation of college students' public service are proposed,including the idea of serving the community to educate students;the use of innovative propaganda to guide students;changing the traditional way to educate students;and building a good platform to train students.The summary and the outlooks of this paper is discussed in the conclusion part.This study has a better understanding of the level of public service motivation to the students in local colleges.On the basis of investigating and surveying the realities of situation that local college students' service to the social development represented by Shangluo University,this paper summarizes the contents and characteristics of the service to social development.Moreover,combining findings of our research with the reference of relevant scholars,it verifies that the degree of public service motivation of college students is related to gender,origin,professional quality,political appearance,whether the only child,grade,scholarship and other factors.Theoretically speaking,this paper further expands the breadth of research on the level of public service motivation in China.Furthermore,it provides an important theoretical basis for correctly grasping the motives of public service of college students,working on reasonable and scientific incentive measures and improving the degree of local public service of college students.Besides,not only it can provide reference for the improvement of the public service's ability and quality,but also provide the basis for the government to formulate policies to promote local colleges and local area's development.Thus,a win-win situation among local college,government and enterprise can be achieved.
