Research On China’s Higher Education Quality Improvement Under Education Voucher System

Education vouchers which profoundly affected the public education reform in the United States and the World is put forward for the first time by famous American liberalism economist Milton Friedman in1955, which is a government claim that carry out the scrip coupon systems in education field. The education voucher system that introduce the market competition mechanism into the field of high education has an important significance for improving the quality of higher education in China, which not only expand the autonomy of higher education, promote the healthy competition among universities, and optimize the distribution of education resources, but can improve the educational efficiency and fairness.This paper is divided into seven chapters. Chapter one main present the research problems, research background and significances, and finally introduce the research methods, difficult and innovational points of this paper. Chapter2highlights the theory and practice of the education vouchers, which firstly introduce the early thoughts, historical background, theories and models of the education vouchers, then analyze the core theory of higher education vouchers in details, and finally summarize and analyze the practice and experience of education voucher in China and abroad. Chapter3and4main introduce the difficulties and coping strategies of higher education development in China, which points out the existing problems in the developmental process of higher education enrollment, such as student crisis, financial crisis, quality and cost crisis. In the last parts of this chapter, the developmental strategies that can solve the crisis of are proposed, which includes limiting enrollment scale, attracting high quality students, increasing fund investment, breaking monopoly, introducing competition, changing government role, and cultivating the core competitive power in colleges and universities, etc. Chapter5is the main part of this paper, which presents the enlightenments of education vouchers to China’s higher education. This part detailedly demonstrates the necessity and feasibility that the system of education voucher is introduced into China’s higher education, and finally analyzes the opportunities and challenges of this introduction. Chapter6introduces the design and implementation of the system of higher education voucher and its problems. Chapter7summarizes the significance of the education vouchers to China’s higher education, and also points out its existing limitations. Therefore, we should actively create favorable conditions to promote China’s higher education quality reform under education voucher systems, combining China’s national conditions.
