Research On The Risk Prevention Of Campus Emergencies In Primary And Middle Schools In Heilongjiang Province

In recent years, campus emergencies occurred frequently in our country, especially happened at primary and middle schools. Due to the wide distribution and large member numbers of primary and middle schools, and also compared with adults, the primary and middle school students' cognitive ability and safety awareness were poor, and the loss of emergencies were large and the emergency risk prevention was imminent. However, in the actual study, the study of primary and middle school campus emergency risk prevention is very limited, especially the study of Heilongjiang Province is still blank. At the same time,basing on the thorough investigation, the existed emergency risk prevention system of primary and middle school in Heilongjiang Province is not sound enough, and the defensive measures still exist weaknesses. Based on this, this article on the basis of the risk prevention system of primary and middle schools of Heilongjiang Province, and evaluated the important degree of its risk source. It also using fault tree analysis method to the calculation and analysis of the main risk source, and then puts forward the risk prevention countermeasures and measures. This concrete was divided into the following five parts:The first part introduced the paper selected topic background, research purpose and meaning. This paper expounded the campus emergency management status in our country,reviewed the domestic and foreign related research, and putted forward the main research methods, research ideas and innovation in this paper.The second part introduced the related theory of this paper, including the campus emergency theory, risk theory, and risk identification theory. In this part, first, it defined emergencies of primary and middle school and classified and graded the emergencies. Then,it introduced the concept of risk, risk source, and risk factors, and determined the risk degree of expression. Finally, it introduced the concept and main method of risk identification.The third part expounded emergency management status of primary and middle schools in Heilongjiang Province. First of all,according to interviews,it introduced the management status of primary and middle schools in this province. Then, through the expert scoring, it evaluated the important degree of risk source and determined the main risk source. Finally, combining the summary and the evaluation result, it summarized the shortcomings of existing management.The fourth part used the fault tree analysis method to empirical research. Firstly, it introduced some basic concepts of accident tree analysis. Then, it combined with the data and cases to establish the main risk source fault tree of primary and middle schools in Heilongjiang Province. Finally, from the minimum cut sets, the path set, and structure important degree, it calculated the main path of risk prevention.The fifth part, according to the calculation results, it putted forward the risk prevention countermeasures and measures of the primary and middle school in Heilongjiang Province,which included: establishing emergency plans dynamic system, establishing long-term mechanism of safety education in primary and middle schools,strengthening the schools emergency drills,establishing a "multi-department-joint" comprehensive emergency preparedness and response network, and establishing multi-level supervision system.
