In today's economy,society,science and technology construction,the application of talent has a pivotal role,the governments of all countries attach great importance to the cultivation and management of applied talents.China changed from planned economy to socialist market economy,from closed to open fast,from one country to multinational market,joined WTO as well as through the "The Belt and Road"gradually to the world In 1978.In the process of going to the world,we need the reserve and support of talents,especially the applied talents.Since the reform and opening up,with the economic and social changes,the connotation of talents continuously enrich and development,cultivation of the applied talents are constantly changing,as the occupation education and the economy of the most closely related,has a unique status in the cultivation of applied talents in.The policy of vocational education based on applied talents training plays an important role in guiding and leading.In this paper,the author tries to make a comprehensive analysis of these policies of vocational education,in order to grasp the development rules of applied talents.This paper systematically analyzes the applied talents policy since the reform and opening up of our country,mainly summed up the development of vocational education policy.Combined economic,political,social,educational,and otherfactors,the evolution of vocational education policy based on applied talents cultivation temporally has been divided into four stages.The connotation and requirement of aplication-oriented talents under a variety of factors during different stage also has been studied.Policy and practice of vocational education in our country are introduced,and effect of policy complementation is tried to explore.According to economic development and industrialization process,the paper takes vocational education policy as research object which has important guiding significance.Based on periodical focusing on construction of vocational education system,four stages of the study are:The first stage:to restore of the secondary education structure and adjust secondary vocational education(1978-1990);the second stage:to adjust secondary education structure and develop secondary vocational education(1991-1998);the third stage:to adjust undergraduate and specialist education structure and develop higher vocational education(1999-2013);the fourth stage:to adjust undergraduate education structure and develop vocational education bachelor degree or above level(2014-present).Each period take the way to explore like" policy background-policy analysis-effect analysis of policy".To sum up,vocational education policy based on applied talents cultivation has undergone a transforming process;from compensation and adjustment of vocational education policy to forward-looking vocational education policy.In this paper,the analysis of vocational education policies based on training appli ed talents is essentially the research on the development of vocational education syste m with Chinese characteristics based on the perspective of occupation.Under the imp act of the economic factors,education policies continue to be circularly made up,deb ugged and predicted.Under that circulation,Chinese characterized vocational educati on is developing in spirals.The evolution of vocational education policies on training applied talents reflects the deepening understanding of our government towards the tal ents' development law.It also shows that with the current technological innovation le ading economic development,we must make sure that the vocational education goes f irst and better lead the economic development.
