Apprenticeship has a long history.It was very prosperous during the workshop period.At that time master hired an apprentice,then the apprentice observed the labor process in a real working environment,and operated under the guidance of the master.With the development of large machinery industry,apprenticeship was not adapted to the requirement of the times,so it was gradually abandoned,and school education into the mainstream.But the school education has gradually exposed its problems;people found that many of the students trained in the school cannot meet the needs of the actual work situation.Then the advantage of the apprenticeship was noticed by the education sector,and it became the new educational strategy choice of many countries.To meet the current needs,the traditional apprenticeship must be transformed.So the education sector make the amendment and added constantly,the relevant system become more and more perfect in their efforts.Since the introduction of the "modern apprenticeship" reform project in 1993,after decades of development,a complete system has been formed.It is highly valued by employers and young people and become the goal of some young men who see apprenticeship as an important way to enter those professional and technical occupations.At the same time,it also plays an important role in improving labor productivity and promoting national economic development.In order to ensure that the whole system can run well,the purpose of British government is to coordinate the interests of the participants and clear their responsibility,especially emphasizing the importance of the enterprises so as to mobilize the enthusiasm of enterprises to participate in the process of reform and innovation for more than 20 years.Even they encountered frustration and obstruction in the process of reform,they still has been working in this direction.Therefore,this article tries to analysis of how the British apprenticeship parties cooperate with each other to make the whole system runs well from the perspective of collaborative innovation based on the relevant policies.The paper can be divided into five parts:The first part is the introduction.The main purpose of this part is to explain the origin of the research problem,then define the relevant concepts involved in the paper,and clarify the purpose of the study,the research significance,the research methods and the research status.The second part is the theoretical basis.This part introduces the concept and connotation of synergetic,laying the framework for the analysis below.The third part summarizes the achievements based on the representative documents issued from 1993 to 2016 by the British government.This period can be divided into four stages:start-up period,development period,perfecting period and maturity period.After the 1993 project was launched,the British government conducted a pilot and expanded the scale of the industry covered gradually.After 1997,with the further improvement of the training content,the gradual support of funds,the expansion of the scale of training and the establishment of specialized management agencies,the British apprenticeship system got further development.After entering the 21st century,especially after 2008,the relevant laws and regulations become more and more complete,so the legal system was more adequate than before.With the promulgation of the Apprenticeship,Skills,Children and Learning Act of 2009,the British apprenticeship was fixed as a system,and the development of the English apprenticeship entered a new era of legalization.In 2012,Richard published a report on the British apprenticeship.He re-examined the British apprenticeship and answered the problem of how the British apprenticeship develop in the future.The report aroused the attention of the government.In order to make the apprenticeship system more scientific,improve the quality of apprenticeship and enhance the country's skill level and international competitiveness,the government decided to refer to his report to further reform the apprenticeship system.In the fourth part,this paper use the collaborative innovation theory to analysis how the British government promote the cooperation of all stakeholders to achieve overall progress.On the basis of the previous analysis,the last part explores the revelation of the collaborative innovation of the British modern apprenticeships to our country.In general,the paper analysis and summarize the purpose of the policy based on policies.Our country is trying to building a modern vocational education system,which need to deepen the integration of production and education and promote the modern apprenticeship pilot work,so we need to learn the policy making experience from other countries.By exploring the development and reform experience of British apprenticeship from the perspective of collaborative innovation,we can provide useful reference and inspiration for the building of our modern apprenticeship system.
