| Under the background of China’s vigorous development of science and technology and striving to become the world’s major science center and innovation highland,innovation driven strategy is planning and developing to a higher level and deeper level,and scientific and technological innovation has been promoted to a key core position.As an important component of the external environment of scientific and technological innovation,industry-university-research cooperation policy has great effect in promoting the development of collaborative innovation between universities and enterprises.With the development opportunity of industry-university-research cooperation policy,it also plays an increasingly important role in improving the performance of collaborative innovation between universities and enterprises.Therefore,analyzing the policy elements of industry-university-research cooperation policy and clarifying the internal influence mechanism of industry-university-research policy and university-enterprise collaborative innovation performance are conducive to improving universityenterprise collaborative innovation performance and implementing the national innovation-driven development strategy,so as to provide scientific reference for the government to formulate relevant policies according to local conditions.Following the process of "basic research-policy evaluation-hypothesis construction-questionnaire design-empirical Analysis",this thesis studies the impact of industry-university-research cooperation policy on university-enterprise collaborative innovation performance.First of all,through literature research,this thesis combs the industry-university-research cooperation policy,school-enterprise collaborative innovation performance and the relationship between them,clarifies the research direction of this thesis,and expounds the relevant concepts and theories.Secondly,the thesis constructs a policy evaluation model based on S-CAD method,and analyzes the consistency of industry-university-research cooperation policy by extracting its value position,policy objectives,policy means and expected results.Thirdly,based on the results of consistency analysis,this thesis puts forward and tests the research hypothesis of the impact of industry-university-research cooperation policy means on university-enterprise collaborative innovation performance.Finally,357 sample data of industry-university-research cooperation policy and school-enterprise collaborative innovation are collected by questionnaire,and the impact of industry-university-research cooperation policy on university-enterprise collaborative innovation performance proposed in this thesis is empirically analyzed.At the same time,the above research hypothesis is verified,and the basic judgment of industry-university-research cooperation policy on university-enterprise collaborative innovation performance is formed.Furthermore,the mechanism of the impact of industry-university-research cooperation policy on the performance of universityenterprise collaborative innovation is determined,and further targeted suggestions and countermeasures are given.Based on this,this thesis is divided into seven chapters and describes the content of each chapter.The innovation of this thesis includes the following three aspects:First,the policy evaluation model of industry-university-research cooperation is constructed based on S-CAD method.Most of the existing literature focused on the use of a single theory or method to evaluate the policy.However,the related research on the construction of policy evaluation model using multiple analysis methods is still rare.By introducing the related concepts of policy evaluation based on S-CAD method,this thesis comprehensively uses principal component analysis method and S-CAD method to construct the policy evaluation model of industry-university-research cooperation.Through the empirical test of this thesis,the model is a more scientific and comprehensive public policy evaluation model,which not only makes up for the lack of existing research,but also enriches and expands the theoretical system of public policy evaluation.Second,the internal relationship between the cooperation policy and school-enterprise collaborative innovation performance is systematically explored.Different from the existing literature focusing on the relationship between a certain policy and the cooperative innovation performance,this thesis is conducted based on a review of the existing industry-university-research cooperation policy,and systematically analyzes the influence of eight types of means,such as personnel training,regulatory supervision,platform construction,capital investment,financial policies,tax preference,intellectual property protection,and government procurement,on the school-enterprise collaborative innovation performance.Regarding them as the key factors of the influence of industry-university-research cooperation policy on the school-enterprise collaborative innovation performance,the internal relationship between different types of relevant policies and the school-enterprise collaborative innovation performance is revealed,which has practical guiding significance for effectively improving our country’s school-enterprise collaborative innovation performance.Third,the effects of the industry-university-research cooperation policy on the improvement of the school-enterprise collaborative innovation performance are revealed.Based on the research achievements of many experts and scholars,the measurement items are put forward related to the eight types of industry-university-research cooperation policy means(personnel training,regulatory supervision,platform construction,capital investment,financial policies,tax preference,intellectual property protection,and government procurement)and school-enterprise collaborative innovation performance.The quantitative research for measuring item was carried out based on the necessity analysis of the small sample test.Then,the method of regression analysis is used to test the hypotheses of the influence of industry-university-research cooperation policy on the school-enterprise collaborative innovation performance,and analyze the different degrees of positive influence relationship between the related policy means and school-enterprise collaborative innovation performance.It not only theoretically expands the scope of the research on the influence of industry-university-research cooperation policy on the school-enterprise collaborative innovation performance,but also provides a scientific decision-making reference for formulating relevant public policies to improve the school-enterprise collaborative innovation performance scientifically and reasonably.The main conclusions of this thesis are as follows:Conclusion 1:The industry-university-research cooperation policy means play a decisive role in achieving the policy objectives and expected results.The elements of the industry-university-research cooperation policy are extracted as value position,policy objectives,policy means and expected results and the consistencies between each other were evaluated.The results show that there are a strong causal relationship and clear logical relation between the value position and the policy objectives,a mutually supportive relationship between the policy objectives and the policy means,and a strong causal relationship between the policy means and the expected results.In addition,the consistency analysis results of industry-university-research cooperation policy also show that the eight types of means(personnel training,regulatory supervision,platform construction,capital investment,financial policies,tax preference,intellectual property protection,and government procurement),are the concrete means and modes to fulfill the expected goal and the effect of industry-university-research cooperation policy,and the guarantees of school-enterprise cooperation sustainable development.Conclusion 2:Industry-university-research cooperation policy has a significant promoting effect on the school-enterprise collaborative innovation performance.In this thesis,the reliability and validity tests are conducted on the measurement items of the industry-university-research cooperation policy and the school-enterprise collaborative innovation performance.The test results show that the industry-university-research cooperation policy has a significant promoting effect on the performance of school-enterprise collaborative innovation,which can not only from the macro level to control the stability and the high efficiency of the school-enterprise collaborative innovation,but also to promote the improvement of school-enterprise collaborative innovation performance from the micro level.Conclusion 3:The policy means of industry-university-research cooperation policy is the key factor to improve the performance of university-enterprise collaborative innovation.Based on the regression analysis of the impact of eight policy means of industry university research cooperation,such as personnel training,regulation,platform construction and capital investment,on the performance of university-enterprise collaborative innovation,this paper concludes that the above policy means are significantly correlated with the performance of universityenterprise collaborative innovation at 0.01 level(bilateral).It is verified that the policy means of industry university research cooperation have a significant positive impact on the performance of university-enterprise collaborative innovation.Therefore,the policy means of industry-university-research cooperation policy is the key factor to improve the performance of school-enterprise collaborative innovation.In addition,through the above eight policy means,the industry-university-research cooperation policy creates a good innovation environment,which can not only effectively promote the scientific and reasonable allocation of innovation resources between universities and enterprises,but also enhance the innovation driving force of universities and enterprises,and effectively improve the performance of school-enterprise collaborative innovation. |
