University affiliated think tank bears the responsibility of cultivating talents. But what kind of qualities and abilities should be cultivated for the think tank talents? And who will be the objects? How to cultivate? The answers to these questions will help promote the sustainable development of the university affiliated think tank.First of all, using the literature method to find the difficulties during the construction of university affiliated think tanks, the connotation and cultivation of talents. Then, from the angle of talent cultivation, the article chooses fourteen university affiliated think tanks according to the 2010-2014 global think-tank reports. Translating and editing the data, summarizing their characteristics:firstly, students can gain the ability of studying policy research and knowledge which across disciplines through learning diverse curriculum; secondly, application of knowledge and students’sense of social participation, responsibility can be improved by all kind of practical activities; especially outstanding is the foreign university affiliated think tanks provide students with abundant resources, for instance, they can organize activities and journals, they can also take independent projects. At last, return to the domestic university affiliated think tanks’construction and study some typical examples further, found that there are differences in the models of talents’cultivation: establishment of degree program; just as an internship platform; as a post-doctoral station; with the help of channel of university and recruiting students. Overall, the domestic university affiliated think tanks pay little attention on students and the ways of cultivation are monotonous.On this basis, research gets some inspirations. Firstly, the particularity of talents is not only require basic capacity of studying policy, professional theoretical knowledge and research methods in the field, but also consciousness of issue, social responsibility and quality of humanistic care. Secondly, in the process of cultivation, they need to change the conception and join students into the objections. Meanwhile, they can also try to use diverse forms of training like combining think-tank researchers’ abundant practical experience and offering diverse curriculum, or integrating their research into courses. Besides, we should provide students with more opportunities to participate in research and practical investigation. Lastly, for fledgling university affiliated think tanks, they can consider to build a training base for talents or recruit massive students with degree programs.
