Nowadays,we are entering a new era of globalization and information,governments have become aware of the power brought by thought when they make policy decisions.A think tank is a gathering place of talents and ideas,and takes policy research as its own task,which has become an important force affecting governments' decision-making.It has also gradually become a symbol of soft power.University affiliated think tanks are playing an increasingly important role in the decision-making process of government.The comparative study of the two most famous university affiliated think tanks engaged in international strategic research between the United States and China-the Belf center for science and international affairs of Harvard University and the Institute of international strategic studies of Peking University.In order to further understand the characteristics of university affiliated think tanks in China and the United States,such as historical development,operation mechanism and influence,etc.The similarities and differences between the two think tanks in personnel composition and talent management,financing mechanism,communication mechanism and influence formation are analyzed,so as to provide scientific reference and suggestions for the construction of Chinese university affiliated think tanks with Chinese characteristics.This study is divided into five parts.The first part discusses the preliminary exploration of the meaning and classification of think tanks,and summarizes the characteristics and functions of the university affiliated think tanks.The second and third parts are the introduction of Belf center for science and international affairs and Institute of international and strategic studies of Peking University.They are analyzed and introduced from three aspects:their origin and historical development,operation mechanism and influence.The analysis of the personnel composition and personnel management mechanism,research content and research projects,fund raising mechanism and communication mechanism,and other details of the two think tanks are also discussed in these two parts in order to understand the basic profiles and specific characteristics of these two think tanks.The fourth part,through the comparative research,summarizes the characteristics of the above two university affiliated think tanks and then further analyzes and explains the similarities and differences between them.The fifth part,on the basis of understanding the national conditions of our country,draws lessons from the experience of the famous university affiliated think tanks in the United States.Then the enlightenment and suggestions for the construction of a new type of university affiliated think tanks with Chinese characteristics are pointed out.
