The University Statute played the role of programmatic document in the process of running a university.It is the law of university which will make provision for the mission,the goal of development,the organizational structure and its members,the management system and the operation mechanism of the university,It is an important basis for the university to administration by law.This article is based on the "2016 China University Evaluation Report" of the top 15 Chinese provincial normal universities that have finished the application of the university statutes.We select three groups of feature words such as Organizational attributes,mission responsibilities and university orientation that can reflect the characteristics of local normal universities,we hope to find out the cognition and attitude of teacher education and the choice of running a university for local normal universities with the interpreting and analyzing of the fifteen provincial normal university statutes.With the research we found that although the text of the pedagogical features of provincial normal university statutes exhibits mainstream discourse of concern,there are still some issues such as words homogenization,the discourse on the orientation at the university are blind rising,no special requirements for teachers and students and so on.The causes of these issues are the adhere to the core mission of Teacher Education have been shaken and the maintenance of the spirit of local basic education services has been neglected for local normal universities under the trend of university integration.Based on the research we can draw a conclusion that:Local Normal Universities should stick to the mission of teacher education,strengthen the construction of teacher education specialization and perfecting and strengthening the teacher educational features of university Statutes under the trend of the upsurge of the construction of the first class universities and the university's enthusiasm for the comprehensive utilitarian ranking to highlight the characteristics of teacher education and to maintain the mission of teacher education in order to train men for profession.
