Research On The Development Of Private Social Work Service Institutions Under The Background Of Social Governance Innovation

For the first time,the third Plenary Session of the 18th CPC Central Committee put forward the "innovative social governance system" so far,"social management" changes to "social governance",beginning to realize the innovation of social governance model.At the same time,the social organization as an important social force widely participate in the process of social governance.In many social organizations in China,the social work institutions become an important carrier to attract outstanding social workers and carry out high-quality social services,playing an important role in solving social problems,resolving social contradictions and promoting social harmony.However,due to various historical and realistic factors,these civil society organizations in mainland China started late and in a slower development pace,furthermore,with the led intervention of government and excessive dependence on funds,the subject position and discourse right have been lost under the powerful administrative system,which is facing many development problems and practical difficulties.Wuhan as the pioneer to carry out social work service of Hubei Province in Central China,is an important practice base of innovative social governance in our country,has certain representativeness,so the development of the private social work agency and the study of the dilemma also has a specific meaning.This paper is an exploratory study and investigated the status quo of all private social work services in view of Wuhan city.Based on the situation of Wuhan,relying on a number of private social work institutions,literature research,semi-structured interview and participatory observation are used as qualitative research methods.Through interviews with staff members of 9 private social work service institutions in Wuhan,base on the theory of social development and the theory of Embeddedness,to explain the private social work service agencies of Wuhan to participate in the embedded development of social governance innovation and their correlation,analysis of the current development of social work institutions,and compared with the development of other provinces and cities.In order to discuss the difficulties faced by the social worker organizations at the present level,the government level and the institutional level,exploring the localization path of the future development of institutions,providing some reference for subsequent research to the related fields.
